For years, residents of Pacific Palisades in Pearl City, Hawaii have endured the constant disruption of helicopter training on nearby AG-1 zoned agricultural land — without the legally required Conditional Use Permit.
This ongoing activity shatters the peace of our community, disturbs wildlife, and violates the intent of agricultural zoning laws designed to protect Hawaiʻi’s environment and residents’ quality of life. The Department of Planning and Permitting (DPP) has confirmed that helicopter operations require a Conditional Use Permit for a Helistop, yet training continues unchecked.
