1. Purpose: This memorandum requests an immediate and thorough investigation into alleged
geoengineering operations involving aerial spraying over Vermont, which may pose serious risks to
public health and the environment.
2. Background:
- On 16 August 2025, a jet tanker was observed spraying unusual patterns in Vergennes, Vermont,
at 18:30 EDT.
- On 8 July 2025, intense flight activity was reported, reflecting a 30-day period of operations
prior to severe flooding in the Northeast Kingdom (NEK) area on 10 July 2025.
- These activities, potentially linked to military aircraft, have raised concerns about environmental
contamination and weather manipulation.
3. Current Administration Efforts:
- The administration’s reduction of funding to the National Oceanic and Atmospheric
Administration (NOAA) demonstrates a commitment to transparency and accountability.
- However, the Department of Defense (DoD) has maintained consistent funding for weather
modification research, suggesting a need for oversight of these programs.
4. Concerns:
- Local reports and laboratory analyses indicate possible heavy metal contamination in water and
snow.
- Air quality data shows episodic pollution spikes.
- Vermont Air National Guard personnel report ongoing operations with limited communication
from leadership.
- Many people are concerned about these activities. What studies on citizens' health and well-
being from environmental pollution have there been? Have there been any studies on the health
effects? Is the DoD concerned about the alleged huge impact on the weather and the environment?
Are you aware of this? Is there a business case for disrupting the weather and its potential impact on
the health of Americans?
5. Requested Actions:
- Determine if the DoD is conducting these spraying operations and under what authority.
- Identify the source of reported environmental contamination and its health impacts.
- Assess the possible role of these flights in the 10 July 2025 flooding.
- Ensure transparency and accountability within the chain of command.
- Review any outdated directives guiding these activities.
6. Recommendation: Let us take professional measures to address this. I urge a public response and
comprehensive investigation to protect public interest—are you prepared for the consequences of
ignoring it and adverse effects on the people? An annotated bibliography with detailed evidence is
attached as Enclosure 1. Please keep the President informed, as his administration prioritizes
accountability.
