This translates to approximately 400 of the 480 acres in this peaceful community. If approved, this massive operation will detrimentally impact every homeowner and land owner
in Pan Ark, in addition to the environmental and wildlife impacts. The direct negative impacts
are multi-faceted and unavoidable. This is just a partial list of our concerns after reading
through all of the documents:
• Air quality would be impacted by dust, micro-particles, emissions/exhaust from the
constant flow of heavy trucks and equipment, etc...
• Noise pollution from this operation including the estimated 55 heavy trucks coming and
going (110 trips), the sound of heavy equipment and machinery, crushing, vibrating, and
hauling of materials. This noise pollution would change the environment from pristine, quiet
and peaceful to dirty, noisy, and unbearable. The noise would be detrimental to humans,
wildlife, the environment, Leadville, and all the surrounding neighborhoods, especially Pan Ark.
• Light pollution from an operation of this nature will detrimentally impact the lives of
homeowners and wildlife and is in direct opposition to the dark skies initiative.
• Environment wear and tear caused by overly intensive use of the land relative to the
surrounding land. The proposed operation is not remotely consistent with neighboring land
uses. In addition, it would forever change the land where this operation would be located. It
can never be restored to its original pristine state.
• Water could be impacted including our highly regulated allocations (use), water quality,
and the holding and distribution of water in Pan Ark (MEWA) and elsewhere.
• Vibrations and shaking, even if only detected by monitors, will have an impact on humans,
wildlife, vegetation, drainage, water, infrastructure, and the environment in general.
• Traffic congestion, safety hazards, serious accidents, and Fire Department response delays
caused by constant, heavy truck traffic.
• Damage and ongoing wear and tear to Hwy 24, CR 10, and 24A.
• Property Values- This massive operation would negatively impact the desirability and
demand for Pan Ark homes and land, which will result in a decline in property values, taxable
revenue, and possibly even trigger foreclosures and tax payment defaults if people can’t sell
their home or land and can’t afford to pay the high property taxes.
