Stop the State Department from Abandoning a Blind, Tortured American Citizen
Stop the State Department from Abandoning a Blind, Tortured American Citizen
Le problème
I am a blind African American woman of Geechee descent, born in New York City to American parents. For 14 years, I have been stranded in France, and my life has become a nightmare of state-sponsored neglect, torture, and fraud. My name is Debbie, and I am calling for an immediate investigation into the U.S. State Department and the French authorities who have colluded to strip me of my rights and my dignity.
The Passport Trap and the Fraud Allegation
Despite being a natural-born citizen, the U.S. government has refused to issue me a passport. In May 2023, the Consulate in Marseille lured me with the promise of a passport, took my €250 fee, and held me for 6 hours. They then interrogated me, claiming my married name—a name they had accepted on my U.S. passports and driver’s licenses for decades—was "fraudulent." They further claimed I owed a debt of $40,000, effectively holding my citizenship hostage behind a debt I cannot pay while homeless.
A Victim of Torture and Systematic Abuse
I am currently 80% handicapped with failing kidneys, damaged lungs, and deteriorating veins. My vulnerability has made me a target:
Sexual and Physical Violence: I have been subjected to sexual assaults, beatings, and torture. Most recently, I was held hostage and brutalized by 40 men at a charitable center while staff watched.
French Police Brutality: Since 2012, French police have not only refused to protect me from domestic slavery and homicidal attempts but have actively abused me. I have been subjected to illegal sequestration, the seizure and killing of my dogs, and have been forced into psychiatric wards twice to silence my claims.
Collusion: The French government cooperated with anti-immigrant activists to suspend my rights for six years, while the U.S. Embassy has stood by and watched.
The State Department’s "Death Sentence"
Today, the Embassy told me I must travel to Paris to receive help, knowing I am destitute and physically failing. This is a setup to repeat the trauma of Marseille. The State Department is using "Sovereign Immunity" as a license to kill Americans overseas by depriving them of the documentation needed to flee danger.
I demand:
The U.S. Department of State must immediately issue an emergency passport and facilitate my safe return to the United States.
Congress must investigate the "fraud" allegations used to weaponize citizenship against vulnerable Black women.
Human Rights Organizations must investigate the French authorities (Prefecture of Val-de-Marne and the Police) for the torture and 14 years of abuse I have endured.
An End to Sovereign Immunity for embassy employees who abandon citizens in life-threatening conditions.
Please sign this petition to demand that the U.S. government brings me home. I am an American citizen. I have a right to live. I have a right to go home.
