In July, Governor Hochul’s Penn Plan to allow Vornado Real Estate to build 10 massive towers around Penn Station was stopped in its tracks at the Public Authorities Control Board (PACB) meeting.
Senator Leroy Comrie, a PACB board member, noted that their full approval of the plan was contingent on the State obtaining funding from the federal government and New Jersey for improvements to Penn Station before building new skyscrapers.
But, Governor Hochul and Empire State Development still want to push this plan forward.
The current provides no guarantees for transit improvements. It could ultimately leave taxpayers on the hook so that a billionaire mega-donor to the governor’s campaign can grow even richer.

Let’s demand a better Penn Plan that centers on commuters, local businesses, and economic justice, not billionaires who are mega-donors to the Hochul campaign.
