As volunteers dedicated to protecting stray animals in Kazakhstan, we are witnessing the cruelty of the mass killing of homeless dogs and cats.

On May 19, 2026, the President of Kazakhstan, Kassym-Jomart Tokayev, signed amendments to the Law of the Republic of Kazakhstan “On Responsible Treatment of Animals.” These amendments represent a serious rollback of the humane reforms adopted in 2021 in the field of animal protection and effectively pave the way for the mass extermination of stray animals throughout the country.

The new amendments:

• effectively abolish mandatory sterilization programs for stray dogs;
• authorize the euthanasia of animals after capture;
• no longer guarantee the release of animals after their capture;
• abandon rabies vaccination programs;
• create vague legal grounds allowing the destruction of animals.

We call on the international community for:

• international visibility and media coverage;
• public statements condemning mass killing policies;
• support for humane programs based on the CNVR system (Capture–Neuter–Vaccinate–Return);
• international pressure in favor of transparent and scientifically based animal welfare policies.

The people defending animals in Kazakhstan must not feel alone.

En tant que bénévoles dévoués à la protection des animaux errants au Kazakhstan, nous sommes témoins de la cruauté du massacre massif des chiens et chats sans foyer. 
Le 19 mai 2026, le Président du Kazakhstan, Kassym-Jomart Tokaïev, a signé des amendements à la loi de la République du Kazakhstan « Sur le traitement responsable des animaux ». Ces amendements représentent un grave recul des réformes humanitaires adoptées en 2021 dans le domaine de la protection animale et ouvrent de facto la voie à l’abattage massif des animaux errants à travers tout le pays.

Les nouveaux amendements :

• suppriment de facto les programmes obligatoires de stérilisation des chiens errants ;
• autorisent l’euthanasie des animaux après leur capture ;
• ne garantissent plus la remise en liberté des animaux après leur capture ;
• abandonnent les programmes de vaccination contre la rage ;
• créent des bases juridiques floues permettant la destruction des animaux .

Nous demandons à la communauté internationale:

• une visibilité et une couverture médiatique internationales ;
• des déclarations publiques condamnant les politiques d’abattage massif ;
• le soutien aux programmes humanitaires fondés sur le système CNVR (capture–stérilisation–vaccination–remise en liberté);
• une pression internationale en faveur de politiques transparentes et scientifiquement fondées dans le domaine de la protection animale.

Les personnes qui défendent les animaux au Kazakhstan ne doivent pas se sentir seules.
