On October 27, 2017, there was a meeting in New York regarding the DEC's plan to kill New York's mute swans. Sheila Bolin from the Regal Swan Foundation in Florida made a surprise appearance and dropped a wonderful bombshell on the DEC. According to the Regal Swan Foundation and it's legal team, the US has been violating the 1918 Migratory Bird Treaty Act since 2004 using an unconstitutional and illegal law titled "The Migratory Bird Treaty Reform Act of 2004". Apparently, this bill was snuck through Congress, but never ratified by President Bush or the other four countries that are involved in the Treaty, those being Canada, Japan, Mexico and Russia. Also, through the "supremacy clause" once a Treaty becomes ratified, it becomes the "law of the land" which means no form of federal, state or local government may override a treaty once it is ratified. If this discovery holds true, the Michigan DNR, Maryland DNR, Wisconsin DNR, and Minnesota DNR, as well as the USDA, and US Fish and Wildlife have been slaughtering mute swans ILLEGALLY for years. Thousands of mute swans have been killed by these agencies. Please take some time to get this information to your Congressman, Senators, and House of Representatives. We need to get this to as many legislators as possible and quickly so that we might be able to stop more swans from being killed.
