As citizens and residents of Austria, we are outraged by the transit of weapons, ammunition, and dual-use goods to Israel. The genocidal slaughter in Gaza that has begun in October 2023 has killed between 46,707–64,260 people, with the higher estimate coming from an in-depth report by The Lancet medical scientific journal. Nearly 18,000 of the deaths are children, 217 of them are journalists, 333 of them are humanitarian personnel. Only 16 of the region's 36 hospital remain partially operational.

But this death and destruction is not limited to Gaza, and is now expanding into the West Bank, right after the ceasefire has been signed.

A lasting end to occupation, apartheid, and genocide can only be achieved if international law is upheld and the transit of weapons and dual-use goods to Israel is stopped. Regardless of whether the fragile and long overdue ceasefire between Israel and Hamas holds, Israel must not receive any further military supplies. International law is clear: the transit of weapons to Israel is illegal under several international conventions, including the Convention on the Prevention and Punishment of Genocide, the Arms Trade Treaty (ATT), and the Common Position of the European Council.

The UN Human Rights Council already called for a military embargo against Israel on April 5, 2024. The International Court of Justice (ICJ) confirmed in July 2024 that not only the Israeli occupation but also its support is illegal. This landmark ICJ ruling was adopted by the UN General Assembly on September 18 with a solid two-thirds majority in a resolution. The resolution calls for sanctions and an end to military supplies to Israel. Furthermore, it demands that Israel "must be held accountable for all violations."

Unfortunately, it must be assumed that the supposedly neutral Austria continues to provide its airspace, transit routes, and infrastructure for the illegal transit of military goods to Israel. This must stop immediately. As the UN Special Rapporteur Francesca Albanese said, we also call for the initiation of legal proceedings against those officials who have failed to stop the illegal transit of weapons.

With my signature, I call on the Austrian federal government to respect international law and to legally prohibit the transit of military goods through Austria!

Als Bürger*innen und Einwohner*innen Österreichs sind wir empört über den Transit von Waffen, Munition und Gütern mit doppeltem Verwendungszweck (Dual Use Items) nach Israel. Der von Israel verübte Genozid in Gaza dauerte mehr als 14 Monate an, mindestens 46.707-64.260 Palästinenser*innen wurden getötet, wobei die höhere Schätzung aus einem ausführlichen Bericht der medizinischen Fachzeitschrift The Lancet  hervorgeht. Fast 18.000 der Todesopfer sind Kinder, 217 Journalisten, 333 Mitarbeiter humanitärer Organisationen. Nur 16 der 36 Krankenhäuser in der Region sind noch teilweise funktionsfähig.

Doch Tod und Zerstörung beschränken sich nicht auf den Gazastreifen, sondern breiten sich nun auch auf das Westjordanland  aus, und das unmittelbar nach der Unterzeichnung des Waffenstillstands.

Das nachhaltige Ende von Besatzung, Apartheid und Genozid kann nur erreicht werden, wenn das internationale Recht eingehalten wird und der Transit von Waffen und Dual-Use Gütern nach Israel gestoppt wird. Unabhängig davon, ob der brüchige und längst überfällige Waffenstillstand zwischen Israel und der Hamas halten wird, darf Israel keine weiteren Rüstungsgüter erhalten. Das Völkerrecht ist eindeutig: Der Transit von Waffen nach Israel ist gemäß mehrerer internationaler Konventionen illegal, darunter das Übereinkommen über die Verhütung und Bestrafung des Völkermordes, der internationale Waffenhandelsvertrag (ATT) und der gemeinsame Standpunkt des Europäischen Rates.

Der UN-Menschenrechtsrat hat bereits am 5. April 2024 ein Militärembargo gegen Israel gefordert. Der Internationale Gerichtshof (IGH) bestätigte im Juli 2024, dass nicht nur die israelische Besatzung, sondern auch deren Unterstützung illegal ist. Dieses historisches IGH-Urteil wurde am 18. September von der UN-Generalversammlung mit einer soliden Zweidrittelmehrheit in einer Resolution angenommen. Die Resolution fordert Sanktionen und ein Ende der Militärlieferungen an Israel. Weiters wird darin gefordert, dass Israel „für alle Verstöße zur Verantwortung gezogen werden muss“.

Leider muss davon ausgegangen, dass das vermeintlich neutrale Österreich weiterhin seinen Luftraum, seine Verkehrswege und Infrastruktur für den illegalen Transit von Militärgütern nach Israel zur Verfügung stellt. Dies muss umgehend aufhören. Wie die UN-Sonderberichterstatterin Francesca Albanese fordern auch wir die Einleitung eines Strafverfahrens gegen jene Beamt*innen, die den illegalen Transit von Waffen nicht gestoppt haben.

Mit meiner Unterschrift fordere ich die österreichische Bundesregierung dazu auf, internationales Recht zu achten und den Transit von Rüstungsgütern durch Österreich gesetzlich zu verbieten!
