More than six months have passed since the last status update. As I have written over there, the Japanese government did not only allow non-Japanese residents to return to Japan, but also restarted new entry of holders of certain types of mid- and long-term visas into the country. This partial opening started in October 2020, but only lasted until January 2021. At that time, a Japanese national returning from the UK spread the UK mutation of SARS-CoV-2 inside Japan by not observing the quarantine rules. The Japanese government reacted with declaring another state of emergency and a new tight closure of the border, stopping almost all new entries of non-Japanese into the country. At the time of writing this restriction does not apply to Japanese citizens and non-Japanese residents who are already residing in the country. I have heard that new entries of non-Japanese spouses of Japanese citizens are also still granted. However, new arrivals of international students and workers are halted for the time being even after the national state of emergency was lifted in every region of the country. With the new academic year starting very soon, the situation for international students is especially dire. The entry-ban as it stands now has the real potential to jeopardize the future of many of them. Furthermore, there are international students and workers who could not get on a plane between last October and early January. By now many of these people are waiting for more than one year.

Luckily, there is a group dealing with this problem now. They are called “StrandedOutJPN” and started their activities this February on social media. They also started a new petition here at change.org, which you can find under the following link:

最後の更新から半年以上が経ちました。その時に報告したとおり、日本の政府は中長期在留外国人の再入国と一部の中長期在留資格保持者の新規入国を令和2年10月から認めるようになりました。しかし、この仕組みは1月までだけでした。その時にイギリスから帰国した日本人がイギリス発祥の新型コロナウイルス（SARS-CoV-2）変異株に感染されていながら、隔離のルールを守らずに変異株を仲間に拡散してしまいました。その後、日本の政府は一部の地域に非常事態宣言を発令し、各種の中長期在留資格を含め新規入国をまた停止させました。幸い、すでに日本に在留している外国人は現時点で海外旅行から日本に再入国できるそうです。そして、日本人との配偶者も新規入国ストップの対象になっていないそうです。しかし、非常事態宣言が解除されても、留学生や労働者などの中長期在留資格の外国人の新規入国が現時点でまだ認められていません。やがて新学年が始まるので、いまだに入国できない留学生の状況が特に厳しいです。そのままでは彼ら・彼女らの未来が台無しになってしまう恐れもあります。また、昨年（令和2年）の10月から今年（令和3年）の1月上旬まで新規入国が認められた期間中にでも、飛行機の予約困難などで新規入国できなかった中長期在留資格保持者がまだたくさん残っています。その多くはすでに1年以上待たされています。

上記の問題の解決に動いている団体、「StrandedOutJPN」が結成され、今年の2月からSNSを中心に活動を始めました。彼ら・彼らはこのchange.orgに新たな署名運動を立ち上げました。そのリンクは
