I am writing in response to your inquiry about providing a response to the Change.org petition in opposition of the Foothill Storage Minor Use Permit and Design Review (PLN25-00002) project. Although the County does not participate in a formal response process to any outside online forum, I will provide you with the following information regarding the project:
The subject project, PLN25-00002, proposes the construction and operation of an approximately 110,501 square-foot, three-story, self-storage facility in accordance to Placer County Code Section 17.58.120 (Minor Use Permits) and 17.52.070 (Design Review). The proposed project site is located west of interstate 80 and Bowman Drive, south of Dolores Drive, and east of Terry Lane in the unincorporated Auburn. The subject property (APN 054-143-026-000) is zoned HS-Dc (Highway Services, combining Design Scenic Corridor). The proposed land use is an allowed use within the HS zoning district subject to the approval of a Minor Use Permit (MUP).
During the review of the subject project, pursuant to PCC Section 17.58.060 (Environmental Review), it was determined that a Mitigated Negative Declaration (MND) was required for the approval of the proposed land use. Pursuant to PCC Section 18.16.030, the MND was published for a 30-day public review period in which members of the public were given the opportunity to review and comment on the contents of the prepared environmental document. The purpose of the 30-day public review period is to solicit feedback on the adequacy of the environmental analysis and identified mitigation measures. The subject petition was created in response to the 30-day review period of the project’s MND which closed on April 23, 2026.
The proposed project is scheduled to be heard at the May 21, 2026 Zoning Administrator meeting. In preparation of the Zoning Administrator meeting, a legal notice will be mailed out 10 days prior to the day of the hearing, pursuant to PCC Section 17.60.140(A), with a link to the meeting agenda and staff report. Prior to the hearing, members of the public are given the opportunity provide comments regarding the proposed project.
Citizens may mail in formal testimony, to the Zoning Administrator Clerk at 175 Fulweiler Avenue, Auburn, CA 95603, or by email at zoningadministrator@placer.ca.gov. Members of the public will also be given the opportunity to speak at the hearing, either in person, or via Zoom, to voice any concerns regarding the project. On the day of the hearing, the Zoning Administrator will consider the staff report, environmental document, and public testimony and take action on the project, pursuant to 17.58.120 (Minor Use Permits) and 17.52.070 (Design Review).
