July 4, 2017 ARREST:
Nussinow arrested for 11 counts of ANIMAL CRUELTY: failing to provide sustenance to 40 horses, including 7 Thoroughbred broodmares and 3 foals left in a hot barn without any water on a 90-degree day, 8 emaciated horses, and dozens of other animals in poor health.

Clermont, New York – On July 4, 2017, New York State Police from the Livingston barracks arrested 55-year-old Andrea Nussinow, of Clermont, New York, for 11 counts of failure to provide proper sustenance to animals under the Agriculture and Markets Law.
Nussinow, the owner and operator of Blue Star Farm, is accused of failing to provide water to several animals on her farm. Several horses, evaluated by a veterinarian, were determined to be emaciated and in poor health. The State Police were assisted by the Columbia-Greene Human Society/SPCA.
Nussinow was issued an appearance ticket directing her to appear in the Town of Clermont Court on July 13, 2017 at 5:00 p.m.
December 2017: The GRAND JURY SHAM
The Prosecution dismissed 7 counts for 36 neglected and emaciated horses all personally owned by Nussinow, and a private boarder, or COUNTS: 1,6,7,8,9,10,11, and presented only 4 COUNTS to the Grand Jury so a fake “rescue defense” could survive.
The Prosecution intentionally omitted key evidence, expert testimony, and credible witnesses demonstrating Nussinow further neglected and starved HORSE/COUNT: 2,3,4,5 the “rescues” after being arrested 7/4/17 by the New York State Police Troopers, during a “seize in place” court order in “contempt of court”, and before the Grand Jury Hearing. The omission of key evidence by the Prosecution misled the Grand Jury and induced a NO BILL vote.
HORSE # 2 is missing and presumed dead, and HORSE # 3,4,5,094 were removed from Nussinow’s custody on 8/21/17 with a court order for the safety of the horses prior to the Grand Jury Hearing December, 2017.
The complete file re: HORSE # 2,3,4,5 Nussinow used as a “rescue defense” was intentionally omitted from the Grand Jury Hearing which obstructed justice and changed the outcome of the Grand Jury Hearing by misleading the Grand Jury.
October 2017: During the “seize in place” court order, Nussinow purchased 4 Thoroughbred mares in foal at the Fasig Tipton Fall Thoroughbred Sale and brought the mares to Blue Star Thoroughbred Breeding Farm in “contempt of court”. Columbia Greene Humane Society and the District Attorney’s Office failed to additionally charge, or re-arrest Nussinow for “contempt of court”, and failed to inform the Grand Jury. (The same 4 Thoroughbred mares were later neglected by Nussinow and “seized” by the NYSP on 1/2/20 along with 34 other emaciated and neglected animals.

HUDSON, N.Y. >> The owner and operator of Blue Star Farms on Nevis Road, Clermont, has been cleared of animal neglect charges by a Columbia County grand jury, District Attorney Paul Czajka said Friday.
Andrea Nussinow was arrested by state police on July 4 and charged with 11 counts of failure to provide proper sustenance to animals, a violation of the state’s Agriculture and Markets Law, police said at the time.
Czajka said "the Grand Jury found no reason to proceed with any charges against Nussinow".
FACT: The District Attorney's Office omitted available evidence, expert testimony and witnesses in order for the Grand Jury to indict Nussinow for multiple Animal Cruelty charges.
At the time of Nussinow’s arrest, state police said there were 48 horses, nine sheep, one goat and three cattle on the farm at 84 Nevis Road.
January 2, 2020 New York State Police “seize” 38 neglected and starving Thoroughbred racehorses and other animals at Blue Star Thoroughbred Breeding Farm
On December 2, 2019, the State Police in Livingston received a complaint of possible animal neglect on Nevis Road in the town of Clermont. Investigation led to the endorsement of three search warrants for the property which were all executed in the month of January 2020. Twenty horses, six sheep, two goats, two cows, one donkey, and seven cats were seized from the property as a result. All animals were taken in by volunteer care organizations and individuals.
Continued investigation with the help of local and state veterinary professionals along with the Columbia County District Attorney’s Office led to the subsequent arrest of Andrea Nussinow on March 17, 2020.
March 17, 2020: New York Thoroughbred Breeder arrested for a second time for 35 COUNTS of “injuring, torturing, and starving” animals.

Clermont, New York – On March 17, 2020, the New York State Police in conjunction with the Columbia County District Attorney’s Office arrested Andrea Nussinow, age 57, of Clermont, for thirty-five counts of Agriculture and Markets Law section 353 the Overdriving, torturing and injuring animals, or failure to provide proper sustenance, an unclassified misdemeanor.
On December 2, 2019, the State Police in Livingston received a complaint of possible animal neglect on Nevis Road in the town of Clermont. Investigation led to the endorsement of three search warrants for the property which were all executed in the month of January 2020. Twenty horses, six sheep, two goats, tow cows, one donkey, and seven cats were seized from the property as a result. All animals were taken in by Godspeed Horse Rescue.
Continued investigation with the help of local and state veterinary professionals along with the Columbia County District Attorney’s Office led to the subsequent arrest of Andrea Nussinow on March 17, 2020.
Andrea Nussinow was arraigned before the Columbia County Court and released on her own recognizance. Ms. Nussinow is next scheduled to appear before the town of Clermont Court on May 20, 2020, at 5:00 p.m.

February 19, 2021: NO PROSECUTION by Paul Czajka, District Attorney Columbia County, N.Y.
It has been over one year since the New York State Police “seized” 38 neglected and emaciated animals from Blue Star Thoroughbred Breeding Farm, 12 DEAD animals, including a Thoroughbred mare, and a second arrest of Nussinow for Animal Cruelty on 3/17/20 and Paul Czajka, District Attorney of the County of Columbia, and James Carlucci, ADA have not prosecuted Nussinow, a New York Thoroughbred Breeder for 35 Counts of injuring, torturing, starving dozens of animals.
52,941 Supporters of "STOP the Animal Neglect in Columbia County, N.Y." are waiting for Paul Czajka, District Attorney of Columbia County to fully prosecute this serious animal cruelty case to obtain justice for the animals that were severely neglected, and 12 others that died. Anything less than Nussinow being convicted for 35 counts of Animal Cruelty will be viewed by the People as a Public Integrity issue.
