UPDATE: the last letter I received from TOL confirms they will not modify their plan and will continue aggressive cutting from Glover Road to the overpass along the railroad track/ Sawmill Trail. 
TOL replanting plan is for deciduous growth plants (no leaves in winter) and ground cover.  This is unsatisfactory.
