Llega al senado el proyecto 0273 con el fin de eliminar el instituto de cultura puertorriqueña, única institución con el mandato expreso de salvaguardar la cultura e identidad puertorriqueñas. Se pretende redefinir la cultura como herramienta de desarrollo económico y dar custodia sobre gran parte del patrimonio cultural al Departamento de Desarrollo Económico para explotación económica. Esto incluye el Archivo General, los edificios históricos, yacimientos arqueológicos y colecciones de arte, entre otros. Esta movida impacta los derechos culturales de todos los puertorriqueños y pone en peligro la supervivencia misma de la cultura puertorriqueña.

PROCLAMA POR LA PERMANENCIA DEL ICP y LA SEGURIDAD CULTURAL para el PUEBLO DE PUERTO RICO

“La CULTURA es a cada pueblo como el ALMA a cada persona.  Es su SER, no una herramienta.”

La ONU define Cultura como el conjunto de rasgos distintivos espirituales y materiales, intelectuales y afectivos que caracterizan a una sociedad.  Además de las artes y las letras, abarca los modos de vida, maneras de vivir juntos, sistemas de valores, tradiciones y creencias. Declara el derecho a la cultura como un derecho fundamental y eleva a la diversidad cultural a Patrimonio de la Humanidad. Estipula que toda persona tiene derecho a expresarse, crear y difundir sus obras en la lengua que desee y en particular en su lengua materna; a una educación de calidad que respete plenamente su identidad cultural; a participar en la vida cultural que elija y conformarse a las prácticas de su propia cultura. Esto dice el Derecho Internacional.

La cultura es crítica en la supervivencia y desarrollo de un pueblo, y el gobierno tiene que protegerla. La situación colonial de Puerto Rico obliga a la acción afirmativa institucional para su protección y creó el INSTITUTO DE CULTURA PUERTRORRIQUEÑA (ICP) con la misión EXCLUSIVA de conservar, promover, enriquecer y divulgar los valores culturales puertorriqueños y lograr el más amplio y profundo conocimiento y aprecio de los mismos para la preservación de la identidad puertorriqueña. 

El Proyecto del Senado 0273 pretende eliminar el ICP y con ello su misión.  En su lugar, asigna al Departamento de Desarrollo Económico y Comercio (DDEC) las funciones de promover y aprovechar el patrimonio histórico, cultural y artístico de PR, y de conservar, custodiar, restaurar y estudiar los bienes muebles e inmuebles, los activos y las funciones de custodias de arte en función de su utilidad como recurso esencial para el desarrollo económico sostenible dentro de la misión del DDEC de “fomentar una economía orientada a la exportación e integrada a las cadenas de suministros globales, sostenible y atractiva para la inversión y el turismo”. 

Lo anterior cae bajo señalamientos hechos por la Relatora Especial sobre Derechos Culturales de la ONU sobre acaparamiento de tierras; desplazamiento, apropiación y destrucción del patrimonio cultural; requisitos de consulta y participación; Gentrificación que arrasa con derechos culturales; y proyectos que pretenden inculcar un modelo de desarrollo universal sin considerar la identidad cultural de las comunidades locales.

El lenguaje del proyecto 0273 elimina las frases “valores culturales puertorriqueños”, “lograr el más amplio conocimiento y aprecio de los mismos”, y desaparece la preservación de le identidad puertorriqueña como finalidad.  Reduce la Cultura a “recurso esencial” a ser “aprovechado” para el “desarrollo económico sostenible” porque (según dice el proyecto) “refleja el carácter único de PR como parte de EUA, integrando de manera armoniosa elementos culturales anglosajones con sus raíces indígenas, africanas y europeas”, tergiversando ydesdibujando el carácter autónomo y autóctono de la cultura puertorriqueña.

La política pública lleva años atentando contra los derechos culturales del pueblo de Puerto Rico a punta de abandono y reducción de fondos. Este proyecto abiertamente desconoce nuestra dimensión cultural como fundamento de nuestra identidad y viabilidad como sociedad y pretende redefinirla como una herramienta de desarrollo económico, a espaldasdel derecho internacional.  Hace caso omiso de la obligación de destinar espacios y fondos a la participación y desarrollo cultural, que emana del derecho humano fundamental a participar de la actividad cultural haciéndola un servicio esencial.

Eliminar la única institución cuyo fin es proteger la identidad del Pueblo de Puertorriqueño atenta contra la Cultura Puertorriqueña.  Viola el derecho cultural de tod@ puertorriqueñ@ y del Pueblo Puertorriqueño como Pueblo consagrados por la ONU en la Declaración de los Derechos Humanos y en los derechos de los pueblos, y lacera el patrimonio cultural de la humanidad del cual la cultura puertorriqueña forma parte junto a todas las culturas de todos los pueblos de la Tierra.

La misión del ICP es crucial. Impera salvarlo haciendo los ajustes necesarios para que cumpla con su misión.

Senate Bill 0273 comed to the Senate to eliminate the Institute of Puerto Rican Culture, the only institution with the express mandate of safeguarding Puerto Rican culture and identity. It strives to redefine culture as a tool for economic development and give custody over a large part of the cultural heritage to the Department of Economic Development for economic exploitation. This includes the General Archive, historic buildings, archeological sites, and art collections among others. This move impacts the cultural rights of all Puerto Ricans and endangers the very survival of Puerto Rican culture.

Help us stop this outrage and save our culture by signing this proclamation. As Puerto Ricans, we have the right to live and thrive within our own culture!

PROCLAMATION FOR THE SAFEGUARD OF THE INSTITUTE OF PUERTO RICAN CULTURE (Instituto de Cultura Puertorriqueña ICP) and CULTURAL SECURITY for the PEOPLE OF PUERTO RICO

“CULTURE is to a People as the SOUL is to a Person.  It is their BEING, not a tool.”

The UN defines Culture as the set of distinctive spiritual and material, intellectual and affective features that characterize a society.  In addition to arts and literature, it encompasses ways of life and living together, value systems, traditions, and beliefs. It declares the right to culture as a fundamental right and elevates cultural diversity to the status of World Heritage. It stipulates that everyone has the right to express themselves; create and disseminate their works in the language of their choice, particularly in their mother tongue; a quality education that fully respects their cultural identity; participate in the cultural life of their choice; and conform to the practices of their own culture. This is what international law says.

Culture is critical to the survival and development of a people.  Hence, the government must protect it. The colonial situation of Puerto Rico creates the obligation for institutional affirmative actionfor its protection.  To fulfill said obligation, the government established the INSTITUTO DE CULTURA PUERTRORRIQUEÑA (ICP) with an EXCLUSIVE mission: to preserve, promote, enrich,and disseminate the Puerto Rican cultural values, and to achieve the widest and deepest knowledge and appreciation of them for the preservation of the Puerto Rican identity. 

Senate Bill 0273 seeks to eliminate the ICP, and its mission with it.  The project tasks the Department of Economic Development and Commerce (DDEC) with promoting and exploiting PR's historical, cultural and artistic heritage; conserving, guarding, restoring and studying movable property and real estate, assets; and performingart custodial functions.  All based on their utility as an essential resource for sustainable economic development within DDEC's mission to “foster an export-oriented economy that is integrated into global supply chains, sustainable, and attractive for investment and tourism.”  

The aforementioned falls under points made by the UN Special Rapporteur on Cultural Rights pertaining to land grabbing; displacements; appropriation and destruction of cultural heritage; consultation and participation requirements; Gentrification that sweeps away cultural rights; and projects that seek to inculcate a universal development model without regard for the cultural identity of local communities.

The language of bill 0273 erases the phrases “Puerto Rican cultural values”, “to achieve the widest knowledge and appreciation of them”, and eliminates the preservation of Puerto Rican identity as an objective in itself.  It reduces culture to an “essential resource” to be “exploited” for “sustainable economic development” because (according to the bill) “it reflects the unique character of Puerto Rico as part of the United States, harmoniously integrating Anglo-Saxon cultural elements with its indigenous, African and European roots,” distorting the autonomous and unique character of Puerto Rican culture.

For years, public policy has been attacking the cultural rights of the people of Puerto Rico through neglect and reduction of funds. This project openly ignores our cultural dimension as the foundation of our identity and viability as a society and intends to redefine it as a tool for economic development, disregarding international law.  It ignores the obligation to allocate venues and funds for cultural activity and development, which emanates from the fundamental human right to participate in cultural activity thus elevating  it an essential service.

Eliminating the only institution whose sole purpose is to protect the identity of the Puerto Rican People is an attack against Puerto Rican Culture.  It violates the cultural rights of all Puerto Ricans and of the Puerto Rican People as a People enshrined by the UN in the Declaration of Human Rights and in the Rights of Peoples, and damages the World Cultural Heritage of which Puerto Rican culture is a part along with the cultures of all the Peoples of the Earth.

The mission of the ICP is crucial. It is imperative we save it and make the necessary adjustments so it can fulfill its mission. 

We demand THE ICP CONTINUES TO EXIST WITH THE NECESSARY MEANS TO PERFORM ITS DUTIES AND A DECLARATION OF CULTURAL SECURITY for the People of Puerto Rico!
