The Jan 13, 2010 memo to State Department by U.S. ambassador to Uganda Jerry Lanier describes Kutesa's corruption as 'egregious' and that the UK wanted to restrict his visa. Yet he was allowed to become President of the General Assembly on June 11, 2014. Since the US foots most of the bills of the UN it means US taxpayer money goes to the salary of Kutesa and his staff.
