The council has refused the application for lawful development.

What this means is, we may lose the parcel locker once again.

 

Their reasoning:

REASON FOR REFUSAL
The siting of the Royal Mail parcel locker to the front of the convenience store at 742-744 Burnley
Road constitutes operational development for the purposes of Section 55 of the Town and Country
Planning Act 1990.

The development does not benefit from permitted development rights under
Part 7, Class C of the Town and Country Planning (General Permitted Development) (England)
Order 2015 (as amended), as it fails to comply with the limitations set out in Class C, and the
procedural requirements of Class C.2 have not been complied with, in that no application for prior
approval was submitted to or approved by the Local Planning Authority prior to the commencement
of development.

As such, it is considered that the siting of the parcel locker requires planning
permission and is accordingly unlawful.

A Lawful Development Certificate cannot therefore be granted.
