A bus driver whose bus struck and killed a 43-year-old Portland woman was cited for careless driving and causing the death of a vulnerable road user, Portland police said Thursday. Billie Jean Neel, 55, of Gladstone was also cited for two counts of failure to yield to pedestrians in a crosswalk, said Sgt. Pete Simpson of the Portland Police Bureau. Renee Jean Bates was killed Tuesday when Neel’s bus, which she was driving for the Wilsonville-West Linn School District, struck Bates and her husband, Shawn Dale Bates, also 43, in the crosswalk at Southeast 148th Avenue and Division Street.
