国民健康保険料上限額は、30年あまりで42万円から113万円へと引き上げられてきました。しかもその引き上げは、国会での審議を経ず、政令（内閣が定めるルール）だけで決められています。私たちが選んだ代表による審議（国会）を経ないこのステルス増税を司法の場で問います。

A separate petition: Japan's National Health Insurance premiums are rising without parliamentary debate
Japan's National Health Insurance premiums have a legal cap. Over the past three decades, that cap has been raised from 420,000 yen to 1,130,000 yen — a 2.7-fold increase.
These increases were not debated or voted on in the Diet, Japan's national parliament. They were made by Cabinet ordinance alone. The public's financial burden grows, yet the elected legislature never examines it.
We are challenging this in court as an unconstitutional "stealth tax increase," and we are gathering signatures for a joint lawsuit.
