***(Prior to a female being incarcerated at WARREN COUNTY JAIL in Bowling Green, Kentucky she had been BRUTALLY SEXUALLY ASSAULTED and was NOT offered TRAUMA CARE during her time at WCRJ.
This is NOT A rare instance of INSOLENT OVERSIGHT, but rather a common occurrence for those having experienced DOMESTIC VIOLENCE & SEXUAL ASSAULT for those that are jailed at WCRJ. "My name is ******. I am awaiting a P.V. hearing at the Warren County Regional Jail for some petti offenses.
I ask to see the P.V. board hoping I can be reinstated to get some "TRAUMA HELP" in person. Due to being brutally raped, beaten, and sodomized on ****** 2022.
However I am a very SICK women that's not being treated properly here at the WCRJ jail by no means.
I am DIABETIC, High Blood Pressure, Sillyac Disease, LIVER DISEASE, and I need a SECOND SPINE SURGERY right now to maintain mobility.
Dr. Tawaria with Greenview Surgical Center has my 2nd LIVER TREATMENT because my first failed to work. I have HIGH ENZYMES and yellow poop. My IRON IS VERY LOW need an INFUSION and maybe BLOOD at this point. I have to poop 10 times a day because I'm eating NOTHING BUT GLUTIN products. They refuse to look into it.
My BACK IS SO BAD and I can't even have ZANAFLEX 4 mg that I take on the street NON NARCOTIC. I'm LOSING FEELING IN MY TOES and have MAJOR MUSCEL SPASMS from being in a WHEELCHAIR but the NP (Nurse Practitioner) refuses to give it to me here. When I really need that NUROTIN as well. I've been on it off and on for 15 YEARS.
I am being denied NON NARCOTIC MEDS that I had a CURRENT PRESCRIPTION for PRIOR to coming here.
Please HELP ME I COULD DIE if I get Covid or anything.

"My name is *****. I am at WCRJ awaiting a Parole Violation hearing.
While I am waiting I am being denied meds that are giving by a doctor that has practiced for a long time and a nurse practioner at WCRJ that was released from Pe Wee while I was there is denying me meds I really need.
I had spine surgery at Pe Wee and need another one now to place rods in my back from where my telbone was just broke. I've wrote MULTIPLE MEDICAL REQUESTS and GRIEVANCES and NOTHING has been done. But the Nurse Practitioner telling me she would see me in 1 week then after I left her presence it was 2 weeks. My medical conditions are the following:
- Diabetes - with my toes numb. My sugar has been checked one time since I got here I asked because I was shaking like a leaf.
- Sillyac Disease - I'm giving a tray every meal that is Nothing but grain Glutin. Which has my stomach on swoll and I have to use the bathroom 10 times a day because of it. My stomach hurts constantly but NO treatment.
- High Blood Pressure
- Liver disease - Chirosis - I need another liver treatment my first one failed at Dr. Tawaria's office at Greenview Surgical Center. My poop is yellow and my inzimes are thru the roof in the 5 digits. NO treatment here. NO Meds.
- Nuropothy, arthritis, muscel spasms 24/7, toe's numb, pain running down my left & right legs.
- I need rods put in my back right now.
- I am leaning over. The next step my bowl well start releasing on it's own without my control.
- My telbone was reinjured 5 months ago and I was waiting for it to heal for my surgery to be done good, but I'm denied NON Narcotic meds here but need Neurotin and pain meds.
- I am in SEVERE PAIN from my back, legs, toes, liver and colon.
- I have too much swelling in my stomach from my liver being in failure and my colon inflamed from eating Glutin ever day all day.
- I also have a knot in my breast that Baptist Hospital found in Elizabethtown that has NOT been addressed.
This is Malpractice in full swing. I AM HUMAN and DESERVE BETTER TREATMENT.
Pe Wee is a Medical Physciality please send me there. OR Reinstate my parole to a TRAUMA TREATMENT CENTER please. I need help physical and mental. I was brutally raped, beaten, sodomized, and held against my will from July 1 - 4. It's all documented by ** in BG, B.R.A.S.S. in BG, State Police BG., Medical Center BG.

The "Nurse" spanish Lady wont give name, said I need to "poop," but I do everyday 10 times a day. That's why my stomach is "swollen."

My liver is failing without treatment and I have Sillyac disease and eat grain everyday all 3 meals. They don't want to feed me Glutin free diet and Graves and Gilbert sent All paper work proving whats wrong with me.
The Nurses and Nurse practioner are not doing there job and Not providing real health services but again they are far from physicans - Doctors.
PLEASE HELP ME and DON'T LET ME DIE over a Nurse or Nurse practioner not wanting to do there job.

Your letter addressed to "Head of Medical", and your letter addressed to "head of Medical" & the "P.V.Board", regarding your concerns at the Warren County Regional Jail were forwarded to this office for review and response.
The Warren County Regional Jail contracts with Southern Health Partners which is responsible at the jail are responsible for providing MEDICAL CARE at the facility. The licensed medical professionals EMPLOYED at the JAIL are RESPONSIBLE for making ALL MEDICAL TREATMENT DECISIONS.
While the KENTUCKY DEPARTMENT OF CORRECTIONS CANNOT dictate the medical treatment provided to you, as a regulatory agency, we have INVESTIGATED your concerns to ensure compliance with KENTUCKY JAIL STANDARDS with regards to necessary MEDICAL CARE.
Per information from the JAIL'S MEDICAL DEPARTMENT, you have been seen NUMEROUS TIMES since August 27, 2022 by JAIL MEDICAL STAFF and IT APPEARS that they have been DILIGENT in ATTEMPTING to obtain your MEDICAL RECORDS from other entities as well as providing you with the appropriate medical care based on the condition. Please continue to follow the procedure at the jail for submitting requests for medical care when needed. This office has NO FURTHER RESOLUTION TO OFFER YOU regarding this issue.

CONCLUSION:
Ok, so let me break this down for you. This woman is saying that she was sexually and physically assaulted prior to being jailed for petty offenses, and was in desperate need of trauma informed care. She also had many health problems that were of a severe nature, such as liver failure. She states that she was being denied necessary medications that she was taking prior to being jailed. It sounds like in one instance one of the nurses at Warren County Regional Jail had mocked her health issues.
I found it to be quite disturbing that the "investigator" for the Kentucky DOC, Division of Local Facilities, Mr. Harley Allen said that the contracted medical company has full say so over medical care and that this woman needs to follow the protocol for complaints. Didn't she do that?
She said, and I quote: "I've wrote MULTIPLE MEDICAL REQUESTS and GRIEVANCES and NOTHING has been done. But the Nurse Practitioner telling me she would see me in 1 week then after I left her presence it was 2 weeks."
This is the standard response that most of the complaints receive. Inmates that are kept in this jail for longer periods of time than necessary and even for petty offenses, sit and wait months on end for their day in court. If a person has more serious offenses, it will be a much longer stay at WCRJ.
Mr. Allen also said, "IT APPEARS that they have been DILIGENT in ATTEMPTING to obtain your MEDICAL RECORDS from other entities as well as providing you with the appropriate medical care based on the condition." Frankly, from what I have observed throughout this investigation is that 'this man APPEARS to be DILIGENT in his ATTEMPT to obtain their MEDICAL INFORMATION from Jailer Steve Harmon' . . .
What a JOKE! They all share information back and forth in an attempt to cover for each other and to escape liability. Who suffers? The men and women are the ones that suffer medically, physically, emotionally and some actually have died due to the poor medical care received or denied them at WCRJ!
I understand this is a NATIONWIDE ISSUE, but this is the jail I am focusing on. Maybe if they make changes . . . other jails and prisons will follow. This country needs MAJOR JUSTICE REFORM!
