Humans should NOT have to BEG JAIL STAFF, JAILERS AND DEPARTMENT OF CORRECTIONS to treat them HUMANELY. The following story highlights what one person at Warren County Jail, in Bowling Green, Kentucky has had to endure. Thank you for reading!

***The following is communication between two employees at the Division of Local Facilities, DOC (Department of Corrections, KY)

 

Harley,

Caller says that she has spoken with you BEFORE regarding the JAIL NOT giving the inmate his MEDICATION and the inmate RUNNING OUT OF HIS MEDICATION.

Per caller, the jail WAS supposed TO HAVE AN appointment SCHEDULED for the inmate TO REFILL his medication; however, caller SAYS THAT THE JAIL HAS STILL NOT RESOLVED THE ISSUE.

RESPONSE: FROM HARLEY ALLEN TO CAIT SMITH

: After receiving info about this situation from Jailer Harmon I called ***** (inmates mother) back today at 2:57 PM.

I advised her that at this point the jail has her son's medication issues under control. She advised that she has already been advised of this by her son.

We discussed the issue of the outside appointments and I advised her that her son's oncologist has pretty much discontinued his care due to incarceration and his non-compliance while on the street. I also advised her that her son's appointments with the pain clinic have so far been refused by the clinic due to his incarceration. ***** (inmates mother) also indicated she was aware of this.

I advised her that based on this it appears the jail is doing the best they can in this situation. I advised her that JAILER HARMON indicated his INTENT to submit a priority medical movement on her son but that movement will be per Population Management and THE JAILER AND THIS OFFICE HAS NO CONTROL OVER IT.

She thanked me for the information and the call ended.

CONCLUSION:

Ok, this is interesting communication. I didn't get to physically hear the actual communication between the inmates mother and Cait, Harley or Jailer Harmon; but what I DO know is that this mother is dealing with the emotional trauma of trying to aid her sickly son and has had to CONTINUOUSLY CALL THE JAIL & KY D.O.C. REPEATEDLY in an attempt to simply get his medication to him.

There should be a SYSTEM for ensuring inmates receiving their meds in a proper and timely manner. Inmates should NOT HAVE TO BEG for their necessary medications. Families and friends should NOT HAVE TO WORRY if their loved ones are being MEDICALLY NEGLECTED while being held prisoner behind bars. 

The initial reason for this inmates mother's calling to begin with, was the fact that the MEDICATION that he CAN HAVE was either NOT BEING GIVEN TO HIM, or the JAIL RAN OUT OF HIS MEDICATION. 

So, let's START THERE FIRST!

Common sense says: 

  • WHO IS NOT DOING THEIR JOB PROPERLY? 
  • WHO IS NOT REORDERING SCHEDULED MEDS in a timely fashion?
  • WHY are inmates running out of their MEDS early?

Now, it's interesting how Harley Allen words himself at the beginning of his response. He doesn't address the fact that the inmate and mother have had to hound the Warren County Regional Jail and D.O.C. in order to obtain his basic meds. He simply responds with: "I advised her that AT THIS POINT the JAIL has her son's MEDICATION ISSUES UNDER CONTROL." 

YES, the JAIL FINALLY has gotten it right after putting the inmate and his mother through HELL! Good job WCRJ & KY DOC! 

Harley Allen then diverts her attention to a separate issue after VAGUELY discussing the scheduled med problem. He continued at length to impress upon the inmate's mother that her son's ONCOLOGIST and the PAIN CLINIC were not going to be servicing him while he is incarcerated. 

First of all, I would FIRE THOSE LAME DOCTORS. If I had CANCER and was in PAIN, and if my doctor refused to continue my medical care they wouldn't be my doctor again on the outside. There must be a lot of POLITICS involved in that decision making process, and ones that I'm not familiar with. The D.O.C. agent also said that the Oncologist refused to care for his cancer while he was incarcerated because . . .

WHY?

  • "Because he was NON-COMPLIANT while ON THE STREET!"

For God's SAKE! It's hard enough to make appointments on time and regularly even if you have a roof over your head! Add to that, what if these cancer patients don't have a car, financials, support, motivation, energy or a roof over their heads!?

By the way, the mother stated she was already aware of that. 

***All the mother truly wanted was for her son to have the one medication he could have, and WARREN COUNTY REGIONAL JAIL couldn't even GET THAT RIGHT! 

SHAMEFUL!

***FINALLY, Harley Allen says: "I advised her that JAILER HARMON indicated his INTENT to SUBMIT a PRIORITY MEDICAL MOVEMENT on her son but that MOVEMENT will be PER POPULATION MANAGEMENT and the JAILER AND THIS OFFICE HAS NO CONTROL OVER IT.

And I REPEAT:

  • JAILER HARMON'S "INTENT" -- Priority Medical Movement.
  • Per Population Management.
  • JAILER HAS NO CONTROL OVER IT.
  • DIVISION OF LOCAL FACILITIES, KY DEPARTMENT OF CORRECTIONS HAS NO CONTROL OVER IT.

So, you tell me . . . WHO DOES HAVE CONTROL OVER MEDICAL CARE, REALLY!?
