We have some changes regarding the mandatory docking requirement.  CaBi is requiring ebikes to be primarily at docks for charging at new Pillar docks however it is wasteful because it charges above 20%.  I created a new proposal to address it and added it to the main petition.

• Delayed charging fee- E-bikes within 100 feet of dock with battery above 20% may park without a no-dock fee to keep space available for standard and other e-bikes.  When at 20%, have a visual reminder on the bike display and a no-dock fee penalty for not using a dock.  This spares docks to be used only when necessary for charging which optimizes stations for both charging and standard bike use.
• A request to allow elderly and disabled people to use their 1 free hour for ebikes as a reasonable accommodation for their activity level was also added.
