ILRS must understand that GLONASS is not a neutral satellite system. Here is my message given today at the meeting of the ILRS Networks and Engineering Standing Committee:

Dear Colleagues,
We are neutral and we want to remain neutral. ILRS is a scientific, voluntary organization and does not seek to judge or punish member scientists or SLR stations for the Russian war in Ukraine.
Heaving said that, the ILRS Governing Board must face the facts and act accordingly.

The United Nations International Court of Justice in The Hague has ruled the Russian invasion of Ukraine illegal.
GLONASS is not neutral. This cutting-edge satellite technology provides timing and geolocation services to the Russian military that brings death and destruction to Ukraine in this illegal war.

ILRS must be fully aligned with the international sanctions imposed on Russia and ILRS must stop supporting satellite technology of this illegal Russian war.
It is time for the ILRS Governing Board to act and protect neutrality of our organization. Please reevaluate GLONASS by taking your ethics principles into consideration. Withdraw the approval and remove GLONASS from the list of supported missions. It is time to act, Prof. Otsubo!
