Thanks everyone for your help!   280+ signatures so far!  Please keep sharing on all your platforms!  Samuel is concerned that he may be put into ISS at any time!   His mom contacted the principal with her concerns but the only response so far has been "this is our policy and we will enforce it."

We have already taken the next steps to get legal representation and will update soon!
