NATIONAL PETITION CONCERNING GENDER-BASED VIOLENCE, FEMICIDE, RAPE AND THE MURDER OF WOMEN AND CHILDREN
South Africa continues to experience serious levels of violence against women and children.
According to SAPS recorded-crime statistics for 2024/25, 3,381 women were recorded as murder victims and 29,108 sexual offences against women were recorded. For children, SAPS recorded 1,065 murders and 22,055 sexual offences during the same reporting year.
These figures concern recorded crimes and do not represent every incident of violence, as not every offence is reported to the police.
The Social Upliftment Project, in association with the Save Our Daughters Forum, has therefore initiated a National South African Petition asking Parliament and Government to examine whether existing laws, sentencing arrangements, parole provisions, criminal-justice systems, victim-protection mechanisms and other measures are sufficient to respond to the most serious forms of Gender-Based Violence and Femicide.
THE PETITION CALLS FOR CONSIDERATION OF:
• A comprehensive national review of the criminal-justice response to serious GBVF offences.
• Examination of whether legislation should provide for life imprisonment without eligibility for parole for defined categories of exceptionally serious offences, subject to constitutional safeguards and due process.
• A review of parole arrangements for persons convicted of the most serious violent and sexual offences.
• Strengthened protection and support for victims, survivors and families.
• Stronger investigation, forensic and prosecution capacity.
• Enhanced protection of children and vulnerable persons.
• Improved monitoring and management of serious repeat offenders.
• Greater public accountability concerning the implementation of the national GBVF response.
• A national constitutional, legal and human-rights dialogue concerning the death penalty, recognising that the death penalty is currently unconstitutional in South Africa following S v Makwanyane and Another.
The Petition does not seek to interfere with any pending criminal case, determine the guilt of any accused person or direct any court.
It asks Parliament and Government to consider the broader legal and policy framework through the constitutional democratic process.
THE SIGNATURE TARGET
The initiative seeks to collect:
AT LEAST 1,000,000 DIGITAL SIGNATURES
from South African citizens and residents.
The campaign will be conducted digitally.
No paper petition forms will be used.
