
The European Commission is planning to propose a framework for the phase-out of fossil fuel subsidies in the EU by the end of 2026.
This is why we are publishing a paper addressed to the European Commission as input. The paper proposes a binding, Union-wide framework with harmonised definitions, mandatory reporting, enforceable phase-out deadlines, tax reform, stricter State aid rules and fossil fuel exclusions in the next EU budget.
Ending fossil fuel subsidies would free fiscal space for clean investment, reduce exposure to volatile fossil markets, and strengthen EU competitiveness and energy security.

During 2026 we will continue to push for an ambitious and socially just fossil fuel subsidy phase-out.
We call for the Commission to present an ambitious file, and for the Council and Parliament to not miss the opportunity to strengthen Europe’s energy independence.
