Anatomy of DFP ( State Government’s Development Facilitation Program ) Planning Permit fast track/4

Anatomy of DFP ( State Government’s Development Facilitation Program ) Planning Permit fast tracked for James Packer’s 18 storey tower proposal for Kew Junction – Objection 4 & 5.
Who shall we hold responsible and accountable for the permanent outcomes to the neighbourhood and residents from the issuing of the DFP Planning Permit ?
Objections 4 & 5 – Visual Intrusion / Emissions
Kew Village site now : 1 supermarket, 4 retail shops, 5 residential dwellings & 117 car spaces
0 towers : all single storey
Kew Village proposal : 1 supermarket, 18 retail shops/commercial, 194 dwellings or 400+ bedrooms & 419 car spaces
4 towers : 1 X 18 storeys, 1 X 14 storeys, 2 X 4 storeys
This is all significantly more people in the same space – the space and neighbourhood have suddenly not gotten bigger to accommodate all these extra people and movements.
The proposal is a huge detrimental visual intrusion. From front and back yards – it is a huge concrete block, in whatever materials it is covered in, and will be visible from High Street to Princess Street to our Brougham Street and every other angle you look from.
The proposal is too high and too much and too imposing on us. It is too overwhelming physically and mentally.
Exceeds height limits with no explained reason, even after asking many times.
With all these extra people and cars – this will produce a significant impact to our environment. And yet the permit was approved, with all the following missing and/or undercooked in detail.
From the Planning Permit …before the development starts.. plans must be amended to show the following details:
1. The 40.3kWp ( power 1 average home for 2.5 days?@! ) and 22.5kWp ( power an average home for 1 day?@! ) capacity of the solar roof top PV Array panel systems noted on the roof plans.
2. The wind mitigation measures recommended in the Wind Tunnel Study ( yes, they have created a wind tunnel )
3. changes required by the Sustainability Management Plan.
4. changes required by the Acoustic Report.
5. Details of the proposed stormwater management system, including drainage works and retention, detention and discharges of stormwater to the drainage system.
6. changes required by the Waste Management Plan.
NOISE EMISSIONS – “This report presents our preliminary investigation of external noise intrusion into the development from surrounding noise sources and sets noise emission criteria, as well as POTENTIAL noise emission from the subject”
The developer assessed how existing community noise would impact the new residents.
NOT how they impact the existing community : noise from the residents, shoppers, walking, driving, the buildings’ mechanical plant and equipment, the supermarket’s mechanical plant and equipment noise, the loading dock / back-of-house activities, truck movements to and from the site and loading dock, and advising “ Staff are to be instructed not to drop heavy garbage items/bottle into bins – they must be placed”.
Instead : INTERNAL PATRON NOISE LEVEL CRITERIA To ensure the amenity of future residents are protected, patron noise from Skinny Dog Hotel shall be assessed.
The iconic and popular Skinny Dog has been there since 1873 and Kew Village is going to assess them @!
GLARE EMISSIONS : From the permit application : All the solar reflections and glare from the glass and building materials can be harmful and dangerous to us and our community and were not considered in the assessment.
“In this statement is an analysis of the façades and the potential to generate glare events that could impact on road safety or generate disabling glare events.. This report provides guidance on the selection of external glazing and cladding materials to mitigate the potential reflected sunlight glare issue. It should be noted that this report is not a glare assessment”
WASTE EMISSIONS : From the Waste Management Report
The report details a lot of Garbage being generated by Kew Village, additionally logic would dictate that some 400+residents would produce more than 81 LARGE wheelie bins of garbage per week; seems undercooked.
19 520 litres of garbage per week is equivalent to 81 large wheelie bins
66 990 litres of garbage per week is equivalent to 278 large wheelie bins
30 041 litres of recycling per week is equivalent to 125 large wheelie bins
CLIMATE EMISSIONS : What is Kew Village actually emitting into the environment with all this detail required :
Need a Sustainability Management Plan (SMP) to ensure consistency with the architectural plans.
Evidence of the project registration with the Green Building Council of Australia. National House Energy Rating (NatHERS) modelling and preliminary certificates to evidence the 7.5 star (!?@) average rating.
Electric vehicle charging infrastructure in accordance with the National Construction Code.
A pre-screening climate change checklist and a project specific Climate Adaptation Plan (CAP).
A plan or evidence that demonstrates at least 75% of the whole site comprises one more combination of strategies that reduce the urban heat island effect. Implementation of ESD (Environmentally Sustainable Design) Initiatives have been implemented 6 months post build.
CAR EMISSIONS : The average car in Australia emits about 6.85 kilograms of carbon dioxide (CO₂) per day or an annual emission of ~2.5 tonnes of CO₂ per year.
117 car spaces to 419 cars spaces in the same space – sounds like a significant increase of car pollution emissions into our environment.
April 20th, Kew Council decision : Cr Sophie Torney put forth a motion that the development proceeds with the Council Town Planners’ suggestions; Motion Carried “ for Kew Village;
· Our Council did not ‘battle for its residents’. Our Council made a ‘submission’ to the State Government; they did not OBJECT.
Do not waste your vote, vote for someone who can make change happen, who will have decision making power. Do not waste your vote on people who do not stand up for their residents.
We the residents will continue to amplify and move to hold responsible those involved in this DFP process.
For me, as Premier, Jess Wilson will “tear up” the DFP & these housing towers’ strategy and restore our democratic planning rights
