Petition updateStop Developer-Led Abuse: From Highgate to the FensFrom Parkland walk Highgate, London to the Fens: Who Will Keep the Covenant of the Land?

The Spriggan never sleeps. From Highgate to the Fens, guardianship is more than a legend—it is a living covenant. Who will stand watch today?

You think of trees as silent, yet we are never still.
Beneath the bark, we draw the water that once drew you here.
We are bridges — between air and earth, root and rain, memory and tomorrow.
Water moves because it remembers its path. So must you.
The law of the land was written to keep that path clear — so that what flows in nature might also flow in justice.
When you cut us down or seal the soil, you interrupt that ancient cycle.
The flood will come not as punishment, but as a reminder: what you do to the veins of the earth, you do to yourself.
Guard your rivers. Guard your roots. Guard the truth that everything is connected.

Dear Supporters,

When we named this petition “From Highgate to the Fens,” we named a pattern. Today, we show you that pattern in blood and soil. The same battle is being fought in two places, against the same enemy: a system of developer-led abuse that treats our land as a commodity and our laws as an obstacle.

The spirit that guards these places has a name. In Highgate, it is the Spriggan of Parkland Walk, the wild stone sentry of the protected old railway land. In the Norfolk Fens, it is the same spirit, awakened along the ancient farmlands where Tamar Nurseries are. They are one. And they are under attack by the same playbook.

The Playbook of Disconnection - Active Now

Biodiversity Net Gain (BNG) law requires developers to improve nature from its original state. By clearing the land first and then surveying it, they fake a "starting line" of zero, so any tiny effort looks like a gain, cheating the system and avoiding the cost of truly replacing what they destroyed.

In Highgate -  The Assault on Parkland Walk
A developer at Shephard's Close, N6 5AG, is executing a stealth reclassification of protected land.

Exploit a Loophole, Destroy the Evidence: 19 trees were felled in a Conservation Area using the loophole of an unregistered Section 211 notice. This tactic deliberately deprived the public and experts of their legal right to be consulted, allowing the destruction to proceed unseen.

The -Stealth Reclassification. This isn't just about a single build. It's a calculated strategy to falsify the BNG, not as vital a green lung as it is, that abuts the protected land of Parkland walk.  By clearing it and preempting planning permission to build on it, they aim to change its official status from "protected urban wildspace" to "developed land,” or Brownfield or Infill land, paving the way for more intensive future exploitation.

  • We demand Haringey Council CLOSE THIS LOOPHOLE, issue enforcement and replanting notices, and REJECT planning application HGY/2025/1552 to prevent this stealth reclassification.

In the Norfolk Fens: The "Mothership" at Tamar Nurseries
A developer is executing the same playbook on a grand scale.

Build First, Ask Later. A balancing pond was excavated on ancient farmland, and water tanks were installed, roads were built, and a veteran willow was felled (Police Ref: 36/46190/24) before permission was sought. They also falsified the BNG
The Goal - Stealth Reclassification. The "Mothership" strategy—installing overscale roads, drainage, and commercial units—is designed to inflate the land's industrial character artificially.

---The endgame is to reclassify productive agricultural land as a "previously developed commercial site," radically inflating its value and opening the door to future residential development that would otherwise be prohibited.

  •  We have formally asked the Secretary of State to CALL-IN the entire scheme to stop this fraudulent reclassification.

What You Can Do: Become a Guardian
Let these words guide us. Protection is not defiance; it is remembrance.
Every tree felled is a broken sentence in the language between water and soil. We stand now to finish the story rightly.

SHARE THIS MESSAGE. Show the world that from Highgate to the Fens, people are rising to defend the living world against a broken system. Use #EnforceTheCovenant and #TheSprigganReturns.

"From Highgate to Norfolk, developers are engaging in 'stealth reclassification'—a pattern of criminal damage and potential fraud by illegally felling trees and constructing infrastructure to manipulate land status and defraud the planning system. We urge you to press charges for criminal damage and investigate potential fraud in the Tamar Nurseries case (Police Ref: 36/46190/24)."

2. EMAIL YOUR MP and leave comments on the planning portals

"From Highgate to Norfolk, developers are employing 'stealth reclassification'—a strategy that often begins with criminal acts. Please demand the Secretary of State CALL-IN the Tamar Nurseries case (Ref:Applications: 25/01634/F (Café), 25/01304/F  (Tank & Pond), 25/00436/FM  (Reservoir & Glasshouse) to investigate this systemic abuse and close the national loopholes that enable it."
3. CONTACT YOUR COUNCILLORS

"I ask you to enforce the law at [Parkland Walk / Tamar Nurseries]. Prosecute the illegal tree felling, issue enforcement notices, and REJECT the planning applications. Do not reward this 'stealth reclassification' which starts with criminal damage."

BECOME A SPRIGGAN. Where you live, be a guardian. Notice the veins of the earth—the streams, the trees, the green paths. Speak for them when they are threatened. We are the bridges now.
The Spriggan returns whenever the land is in danger. It returns in the form of memory, in the form of law, and in the form of people who refuse to let the path be blocked.

Thank you for standing as a bridge.

If 'stealth reclassification' succeeds here, it will be replicated in every city, town and village. They will not stop until every functional landscape is paved, every floodplain is built upon, and our natural heritage is a memory. We are not just fighting for green spaces—we are fighting the blueprint for the destruction of our country's most vital asset, a living, functioning natural world.
