City Council meeting tomorrow 6/9/26 at 9 AM

Please come to the City Councill meeting tomorrow Tuesday June 9th at 9:00 AM to fight against the data center in Muscogee County! The best outcome for our county is to NOT have a data center at all, and tomorrow we will ask for a moratorium on all data centers in our county. Tomorrow may be one of our last chances to speak out against the proposed data center in Muscogee County.

-Please try to come and wear red and bring signs. We need to pack the council room! This is likely our last chance to speak about the overlay, unless it is delayed.

-If you plan on speaking, it is really important to ask for what you want to happen. For example "I would like a full moratorium on data centers in Muscogee County for one year so more research can be completed and council can make an informed decision".  You must be clear on what you are asking for.  Someone asked me what a moratorium is recently. A moritorium would put a stop to all building. 

-Please consider offering a ride to the meeting to a senior citizen who might need one.

-Harris and Talbot counties are encouraged to attend.

ALIGNMENT AND Talking Points - PLEASE SHARE 

I wanted to put together a post of tips and recommendations for the meeting tomorrow:

• Anyone who needs accommodations should reach out to the Mayor's Commission for Persons with Disabilities mcpd@columbusga.org / (706) 653-4492 as early as possible.

• We all need to study the NEW proposed overlay from the chamber and be prepared. (I will link below.)

• Explicitly ask for a MORATORIUM: Say something like the example below, slowly and clearly:
“I am asking for a moratorium until these protections are written, verified, and enforceable.” (You can ask for a moratorium forever if you want and based on whatever criteria you want...just be sure to ask for it. Ask at the beginning AND the end if you can.)

• Speak slowly and clearly.

• Perhaps focus on one or more of these 5 protections:

1. Reclamation bond (Cleanup)

• Use an independent estimate BEFORE the Development Agreement is signed

• Must be an irrevocable letter of credit (not a corporate guarantee)

• Must transfer with any new owner

2. Water

• Get a written max daily use at full build-out

• Tiered caps tied to capacity increases

• Quarterly public reporting

• Residential water priority in writing

• Water quality must be monitored before entering supply and who is accountable before it enters our water supply?

• Clear responsibility OUTSIDE the data center for ensuring water is safe before it reaches our system

3. Enforcement

• Each monitor = separate violation per day

• Multi-day = multiple violations

• Include construction & generator violations

• Ensure noise violations are clearly defined and enforceable

4. Legal

• Muscogee County Superior Court only

• No arbitration / no federal removal

• Residents can enforce if city doesn’t (after notice)

5. Noise & Air Pollution

• 90-day pre-operation sound study (dBA & dBC)

• Filed as public record

• Complaints trigger independent review

• Air pollution from back-up generators
