The Issue
Say No to APCOA Clamping in Parkleigh
We, the undersigned residents of Parkleigh, are calling on Cairn, the OMC Board of Directors and Cushman & Wakefield to reconsider the proposed introduction of APCOA clamping throughout the estate.
We fully acknowledge that Cairn currently owns the roads, footpaths and curbs within the areas identified in the recent circular, and therefore recognise Cairn’s position as the landowner and its ability to make decisions regarding the management of its land.
However, we strongly oppose the introduction of a blanket clamping regime and believe there are more proportionate ways of addressing parking concerns within Parkleigh.
We are particularly concerned that this decision has been made without consultation with the wider Parkleigh OMC membership. The recent circular states that the proposal was brought to the “OMC board of directors for approval”, yet residents were not given an opportunity to discuss the proposal, raise concerns or consider alternative solutions before the decision was made.
Clamping is a significant and punitive form of parking enforcement. It could result in residents, visitors, contractors and other legitimate users of the estate facing substantial financial penalties, including in circumstances where there may be genuine confusion regarding where parking is permitted.
We recognise that obstructive parking can create genuine safety and accessibility issues, including difficulties for emergency services. We are not asking for dangerous or obstructive parking to be permitted, and we support reasonable measures to keep roads and access routes clear.
However, we believe the solution should be proportionate, transparent and developed with the residents who live here.
We believe Parkleigh residents should have a voice in decisions that will have a direct and potentially significant impact on everyday life within our community.
We are asking Cairn, the OMC Board and Cushman & Wakefield to listen to the residents of Parkleigh and say no to the introduction of APCOA clamping.
