WHY THESE DUAL STANDARDS?

As per the principles of Natural Justice, the nature of punishment will depend upon the level of crime. For stealing few hundreds of rupees police arrested, presented the culprits before media and Culprits were send to jail. Why police didn't present the culprits before media for illegal unlawful hoarding of 1.4 crores of new currency? Is it the intention of the Govt to say " illegal hoarding of 1.4 crore of new currency is lesser crime than of pick pocketing?"
