Impact Fees and Concurrency in Santa Rosa County, FL
The Issue
We, the residents, tax payers and voters of Santa Rosa County petition for:
1. The re-instatement of concurrency as stated and enforced in Article 5 of the previous LDC … “5.00.01 This Concurrency Management System (CMS) ensures that facilities and services needed to support development are available concurrent with the impacts of such development. Prior to the issuance of a development order or land development certificate, the system shall ensure that the adopted level of service standards in this Ordinance for roadways (including traffic and traffic calming), potable water, sanitary sewer, solid waste, drainage, recreation and open space will be maintained…”
2. School capacity should be included in this concurrency group.
3. The re-implementation of Impact Fees to developers. Santa Rosa County faces drainage, school and road projects that well exceed the revenues of new development.
Overdevelopment has compromised the education of our community’s youth, wetlands and habitats, the health of our waterways, safety on our roads, the ability to safely evacuate during storms, the value of our property and quality of life. We, the residents, have compromised more than our share. Until these measures are in place, the undersigned will not support further burdens on themselves that resulted from poor decisions regarding development. NO NEW TAXES UNTIL THE ABOVE MEASURES HAVE BEEN REINSTATED. THEY WERE IN PLACE FOR A REASON AND WE ARE ALL SUFFERING THE CONSEQUENCES OF THEIR REMOVAL.
