Action when HR 5081 is passed and sent to Senate

I have been meditating on when HR 5081 is passed (hopefully no later than 2021) and then goes to the Senate for debate and discussion along with modification, it might be in best interest for the retired MWD's and retired CWD's benefit to have veterinarian and pharmacy benefits paid direct from our government to each individual retired MWD and CWD themselves. ID cards (like the ones VHA issues to human veterans seeking care) should be issued to each and every MWD and CWD that is retired be it regular retirement or medical retirement. Such action will resolve concerns on how NGO's disperse the money and be a more direct benefit to the retired MWD and CWD K9's. Of course I am open to any and all discussion and concerns from all petitions that have signed keeping in mind best avenue for the retired MWD and CWD benefit.
