Thousands of South African Muslims await their chance to fulfil the Fifth Pillar of Islam.

#ImStaying, and affiliates calls on the Saudi Embassy (Pretoria), the Presidency of South Africa, and the Ministry of Hajj & Umrah (NUSUK Platform) to restore fairness by increasing our Hajj quota — supported by verified data from every Muslim including yourself collated from the South African Muslim Census & Hajj Quota Survey.

About us:
#ImStaying is a South African social-good movement dedicated to unity, ethical advocacy, and community upliftment.

This petition is compiled pro bono by #ImStaying, and affiliates, to advocate for a fair Hajj quota that reflects the true Muslim population of South Africa.

For every Muslim, Hajj is not just a journey — it is the completion of faith and obedience to Allah (SWT). Yet, many South African Muslims continue to wait year after year, unable to fulfil this sacred pillar due to an unjustly limited Hajj quota.

Our appeal seeks to restore fairness, dignity, and equal access for every South African Muslim to perform Hajj via the true population count of Muslims in South Africa.

In parallel, we  together with affiliates are also appealing for 500 sponsored Hajj places, and a reduction in the costs of the Hajj package, supported by Saudi Arabia and other benevolent partners, to enable reverts and financially constrained pilgrims to complete this sacred journey with dignity and faith. 

Background
Previously: The Hajj process was managed by the South African Hajj and Umrah Council (SAHUC), with a quota of around 2 500 pilgrims.
Now: The Kingdom of Saudi Arabia manages the process directly via the NUSUK platform, reducing South Africa’s quota to 1 140 pilgrims.
This reduction excludes thousands of eligible pilgrims and disadvantages the elderly and digitally unconnected.
 
Why This Matters
According to Organisation of Islamic Coorperation (OIC) guidelines, each country should receive 1 Hajj place per 1 000 Muslims (0.1%).
South Africa’s Muslim population is estimated between 1.6 million and 3.5 million, meaning our rightful quota should be well above 2 500.

This is not about numbers — it’s about faith, equality, and justice.
Restoring a fair quota will allow more Muslims to fulfil their lifelong spiritual obligation and reaffirm South Africa’s place in the global Ummah.

Our Call to Action
Together with affiliates, we urge:

  • President Cyril Ramaphosa to engage the Crown Prince of Saudi Arabia to restore and increase the Hajj quota to 2 500 pilgrims for 2026, with a pathway for future growth.
  • The Saudi Embassy in Pretoria and the Ministry of Hajj & Umrah (NUSUK) to recognise verified census data reflecting the true number of South African Muslims.
  • All Muslims in South Africa to complete the official South African Muslim Census & Hajj Quota Survey to strengthen our case.
