Establish a European Federation with those countries that agree, to better promote shared interests and issue mutualised "Corona Bonds" for the recovery from COVID-19.

All EU countries would be welcome to eventually join this  “enhanced form of cooperation” foreseen under the EU Lisbon Treaty.
