- The result of last Thursday's Eurogroup meeting, which still needs the approval of EU member state leaders, showed some elements of European solidarity that can be considered, at most, a good start for the immediate needs caused by the COVID-19 emergency. But the question of European unity and solidarity for the economic recovery that is still needed and, beyond the covid19 crisis, for the future of our continent and young and coming generations, still remains unanswered.
- As in the recent past, compromises negotiated under the threat of national driven interests always lead to lowest-common-denominator agreements, that do not live up to the expectations and demands of European citizens and the dream of unity which inspired the founding fathers of the Union. This is typical of the intergovernmental system of the EU. What is needed is a major leap forward in mutual faith and solidarity. We need to think and act like a team, if not as a family.
- We propose to the European governments and parliaments of the EU member states that are ready to undertake this leap, to take immediate measures to establish a European Federation among their countries. Like in Germany, USA, Canada, Switzerland and others, a federal structure responds to the need of unity, solidarity and efficiency of all European citizens, preserving the sovereignty and autonomy of the members states.
- The countries that will establish the European Federation will not need to leave the European Union, because article 20 of the Lisbon Treaty already recognizes the possibility to start an “enhanced form of cooperation” of at least 9 member states inside the Union. On the contrary, their initiative will hopefully start a trend with other EU countries joining the Federation when they are ready, thus eventually federating the whole of the EU. This is possible and feasible considering that three federal states (Germany, Austria and Belgium) are already members of the EU. This is the spirit of our petition #SOSEurope- a call for unity, which we invite you to sign and promote.
