Request for Amendmen.
Puerto Rico: let's allow optometers to prescribe medicines to take care of eye health.

Puerto Rico: Let optometrists prescribe medications for eye care

Optometrists also prescribe in countries including Canada, Australia, the United Kingdom, New Zealand, Ghana, Nigeria, Colombia and others.
The U.S. federal government itself entrusts optometrists with therapeutic eye care. At the Department of Veterans Affairs and within the Military Health System, properly credentialed and privileged optometrists treat eye disease and prescribe medications. The Coast Guard also credentials and grants clinical privileges to its health professionals. Yet Puerto Rico continues to deny prescribing authority to optometrists treating patients under local law.
Consider this: an optometrist can be trained and authorized to provide treatment in a federal service, then face a restriction upon leaving that setting. Their knowledge does not disappear when they walk through a door. Neither does the patient’s need.
Puerto Rico’s optometry law dates to 1999. Decades and legislative proposals have passed while patients have had to seek another appointment for treatment their optometrist is trained to provide. In 2016, the U.S. Department of Justice and staff of the Federal Trade Commission urged our Legislature to consider allowing optometrists to use and prescribe medications, citing the potential to improve access to and choice in eye care.
We ask the Puerto Rico Legislature to act: hold public hearings and amend the optometry and pharmacy laws so properly trained optometrists can diagnose and treat eye conditions with medications, under clear certification and patient safety requirements.
Puerto Rico has the professional training, the experience of other jurisdictions, and the needs of its patients before it. What more will it take to open the door?
