Here is a small update on the situation.
Since the Dragon Age: The Veilguard team has moved on and the situation at Bioware/EA has been rather chaotic, there will not be any official involvement on this project. However, it seems that I have slipped into the role of development myself and became the change that I asked for.
I have been developing a mod for PC (currently only available in English) that does exactly what I have started this petition for. It was a natural process, quite spontaneous, because this started originally as a personal project.
Technical Notes
The mod is still in early development, and while I am currently limited to modding tools and the fact that I have to work with replacements, this is the closest I can get at this point of time. Frostbite engine is a difficult engine to navigate when it comes to modding. To make changes to specific things, I would have to "break into" the game and edit/access specific variables. I am not an engineer and the tools (as far as I know) have not been developed yet for what I would like to do. Veilguard modding is in its early stages, too.
The current tasks that I am facing require more in-depth skills and engineering, which a friend fortunately helps me with. The future vision for this mod is to be able to eventually add new lines or choices to the dialogue wheel. Whether that is possible remains to be seen. While I cannot fully develop romance scenes at this point of time, this is the current milestone and something I have been looking into.
Upon communication with the agency as well as agents of Solas' voice actor, Gareth David-Lloyd, I have received the message that he would not be available for this fan project due to his contract with Dragon Age and the project potentially breaching said contract. This means that, unfortunately, there won't be any new voiced lines.
