The political and economic forces that support it, tied to foreign interests, severed from the Constitution and democracy to impose an agenda that squanders Brazilian wealth, disintegrates the state and interrupts Latin American integration. The discovery of the pre-salt reserves sparked strong geopolitical movements, including espionage and sabotage operations, whose primary purpose is to compete for the control of this immense source of development. As usual in our history, an expressive part of our elites has associated itself with such spurious interests. A strategy of destabilization of the constitutional order was put into operation. Defeated in four consecutive presidential elections, the conservative bloc realised they had minimum chances to have their unpatriotic and anti-popular agenda legitimized by the popular vote. In order for national sovereignty to be diminished, it was necessary to diminish democracy. It was not just a question of overthrowing a legitimate president and imposing a puppet government. It became indispensable to manipulate the justice system to criminalize the Workers' Party, creating severe obstacles to the political participation of the party, and even interdict it through unjust decisions and legal measures. For the nation to kneel, democracy had to be marked to die. What we have today is an increasingly aggressive regime of exception. My arrest and the persecution of which I am targeted are part of this process of national submission. It is not enough that I am imprisoned for crimes I have never committed. They also want to exclude me from the electoral contest and silence my voice, trying to intimidate and silence the Brazilian people while their assets are plundered in the open. The Temer government and its supporters are devoted to destroying the historical achievements of the development of our country. They attacked the pre-salt legal framework, weakening Petrobras and nullifying the national content policy that generated jobs in Brazil, and managing to give foreign companies the prosperous oil fields and refineries that constitute our passport to the future. This true crime against the motherland was reinforced recently when the Chamber of Deputies passed a law authorizing the transfer of 70% of the state's exploration rights in pre-salt areas from Petrobras to private oil companies. The sale of the control of Embraer to the American company Boeing composes this same policy of delivery - abdicating one of the most advanced areas of our industry and one of the pillars of our defense strategy - by renouncing the perspective of sovereign aeronautical production. The privatization of Eletrobras is another grievous example of the policy of national destruction. Demarcated and dilapidated, if carried out the plan of the government bloc led by the PMDB and the PSDB, this historic enterprise will be transformed into a grassland for private greed, while the public power will lose its most important tool for the generation and distribution of electricity. Other organized attacks against the country by the groups that took over the government are the liberation of the sale of land to foreigners and the financing to multinationals with credits from public banks. It is a question of dismantling the foundations of national development established or rescued during my government and that of President Dilma Rousseff. They do everything to reverse the fundamental structures of independence and sovereignty, opening doors to a neocolonialism that multiplies the wealth of a few from here and abroad, giving only suffering to the working class, the poor of the city and the countryside, the men and women of our people. Sectors of the Federal Police, the Public Prosecutor's Office and the Judiciary are also part of this anti-national alliance. Sooner or later, we will know how some state employees have actively participated in the disruption of the oil, infrastructure and nuclear energy industry, causing breakdown and unemployment in sectors so strategical to the country. Under the pretext of fighting corruption, the rich are given a way to get away with plea bargainings, while companies are shattered by the justice system, liquidating their technological and human financial capital, opening space on our borders, and beyond, to foreign conglomerates. The foreign policy of the coup also bowed to subservience. The diplomacy we practised, proud and active, was brilliantly synthesized by the musician and writer Chico Buarque de Holanda when he stated that the PT government "did not speak soft with the United States or rough with Bolivia." The Itamaraty, commanded by the PSDB, became an annexe of the State Department, U.S's foreign office, abandoning the main programs and institutions of Latin American integration, shattering our tradition in defending the right of peoples to self-determination and ridiculing Brazil as an international actor. The coup, in the world arena, only brought shame and dishonour to the Brazilians, subjected to the vexation of a government that behaves like a refuge for the ambitions of other countries. This dramatic and dangerous scenario is one of the factors that led me to offer my name again to the Presidency of the Republic. I have the historical obligation, no matter the personal conditions in which I find myself, to lead our country to a return to democracy and sovereignty, with the clear commitment to repeal - through a popular referendum - all the measures that are harmful to our independence. I want to return to the presidency so that Brazil can resume its role on the world stage and be respected by the peoples of the entire planet, restating the commitment to erect a new international order that is democratic and multipolar, based on the right to self-determination and peace between the nations. I will fight with all my energy, until the last of my days, in these upcoming elections and in all the next battles, to defeat the surrenderers who have undermined our sovereignty and constitutional order. GOVERNO TEMER É AMEAÇA À SOBERANIA NACIONAL 27 DE JULHO DE 2018 O governo Michel Temer, nascido de um golpe parlamentar, é ameaça crescente à soberania nacional. As forças políticas e econômicas que o sustentam, atreladas a interesses estrangeiros, romperam com a Constituição e a democracia para impor uma agenda que dilapida as riquezas brasileiras, desagrega o Estado e interrompe a integração latino-americana. A descoberta das reservas do pré-sal despertou intensos movimentos geopolíticos, incluindo operações de espionagem e sabotagem, cujo objetivo primordial é disputar o controle dessa imensa fonte de desenvolvimento. Como de hábito em nossa história, parte expressiva de nossas elites se associou a esses interesses espúrios. Colocou-se em funcionamento, então, uma estratégia de desestabilização da ordem constitucional. Derrotado em quatro eleições presidenciais seguidas, o bloco conservador tinha claro que eram mínimas as chances de seu programa antipatriótico e antipopular ser legitimado pelo voto. Para que a soberania nacional pudesse ser apequenada, antes era preciso apequenar a democracia. Não se tratava somente de derrubar uma presidenta legítima e impor um governo fantoche. Tornava-se indispensável manipular o sistema de justiça para criminalizar o Partido dos Trabalhadores, criando severos obstáculos para sua participação política e até mesmo a interditando, por meio de sentenças injustas e medidas impugnatórias. Para que a nação se ajoelhasse, a democracia tinha que ser marcada para morrer. O que temos hoje é um regime de exceção cada vez mais agressivo. Minha prisão e a perseguição da qual sou alvo fazem parte desse processo de submissão nacional. Não basta que eu esteja preso por crimes que jamais cometi. Querem também me excluir da disputa eleitoral e calar minha voz, tentando intimidar e silenciar o povo brasileiro enquanto seu patrimônio é espoliado a céu aberto. O governo Temer e seus apoiadores dedicam-se à destruição de conquistas históricas do desenvolvimento de nosso país. Atacaram o regime de partilha do pré-sal, enfraquecendo a Petrobras e anulando a política de conteúdo nacional que gerava empregos no Brasil, e tratando de conceder a empresas estrangeiras, na bacia das almas, prósperos campos de petróleo e refinarias que constituem nosso passaporte para o futuro. Esse verdadeiro crime de lesa-pátria foi reforçado com a recente aprovação pela Câmara dos Deputados de lei que autoriza a transferência, pela Petrobras a petroleiras privadas, de 70% dos direitos de exploração da estatal em áreas do pré-sal. A venda do controle da Embraer à norte-americana Boeing compõe essa mesma política entreguista, abdicando de uma das áreas mais avançadas de nossa indústria e de um dos pilares de nossa estratégia de defesa, ao renunciar à perspectiva de soberania da produção aeronáutica. A privatização da Eletrobras é outro grave exemplo da política de destruição nacional. Esquartejada e dilapidada, se levado a cabo o plano do bloco governista liderado pelo PMDB e pelo PSDB, essa histórica empresa será transformada em pasto para a ganância privada, ao mesmo tempo em que o poder público perderá sua mais importante ferramenta de geração e distribuição de energia elétrica. Outros ataques organizados contra o país pelos grupos que tomaram de assalto o governo são a liberação da venda de terras a estrangeiros e o financiamento a multinacionais com créditos de bancos públicos. Trata-se de desmontar as bases do desenvolvimento nacional, estabelecidas ou resgatadas durante meu governo e o da presidenta Dilma Rousseff. Tudo fazem para reverter as estruturas fundamentais da independência e da soberania, abrindo portas para um neocolonialismo que multiplica a riqueza de poucos daqui e de fora, destinando apenas sofrimento à classe trabalhadora, aos pobres da cidade e do campo, aos homens e mulheres do nosso povo. Fazem parte dessa aliança antinacional também setores da Polícia Federal, do Ministério Público e do Poder Judiciário. Mais cedo ou mais tarde saberemos quais os caminhos que levaram alguns funcionários do estado a participar ativamente da desorganização da indústria petroleira, de infraestrutura e energia nuclear, provocando quebradeira e desemprego em setores tão estratégicos para o país. Sob o pretexto da luta contra a corrupção, dá-se aos ricos um jeito de se safarem com delações premiadas, mantendo suas fortunas, enquanto empresas são estraçalhadas pelo sistema de justiça, liquidando seu capital financeiro tecnológico e humano, abrindo espaço em nossas fronteiras, e além delas, para os conglomerados estrangeiros. A política externa do golpismo igualmente se dobrou à subserviência. Pôs-se fim à diplomacia que praticávamos, altiva e ativa, tão brilhantemente sintetizada pelo músico e escritor Chico Buarque de Holanda, quando afirmou que o governo petista "não falava fino com os Estados Unidos nem grosso com a Bolívia". O Itamaraty, comandado pelos tucanos, passou a funcionar como anexo do Departamento de Estado, a chancelaria norte-americana, abandonando os principais programas e instituições da integração latino-americana, rasgando nossa tradição na defesa do direito dos povos à autodeterminação e ridicularizando o Brasil como ator internacional. O golpe, na área mundial, só trouxe vergonha e desonra aos brasileiros, submetidos ao vexame de um governo que se comporta como refúgio para ambições de outros países. Esse cenário dramático e perigoso é um dos fatores que me levaram a reapresentar meu nome à Presidência da República. Tenho a obrigação histórica, não importam as condições pessoais nas quais me encontro, de conduzir nosso país ao reencontro com a democracia e a soberania, com o claro compromisso de revogar – por meio de referendo popular – todas as medidas daninhas à nossa independência. Quero voltar a ser presidente para que o Brasil retome seu protagonismo no cenário mundial e o respeito dos povos de todo o planeta, retornando ao empenho de erguer uma nova ordem internacional que seja democrática e multipolar, alçada sobre o direito à autodeterminação e a paz entre as nações. Combaterei com todas as minhas energias, até o último dos meus dias, nessas eleições que se avizinham e em todas as próximas batalhas, para derrotar os entreguistas que solaparam nossa ordem constitucional e soberana.
