Let's give it another shot, but this time I suggest you respond back to her generic response demanding an answer as to why she is incapable of adding an additional flag pole to fly the Aboriginal flag 365 days a year. Also, let her know that we've done our research and have been advised by a symbols officer in the Department of Prime Minister and Cabinet that flag protocol is not a matter of law, therefore to follow flag protocol is not mandatory and the order of precedence does not require that a flag listed in the order must be flown in company with other flags in the order.
