The infrastructure required for making Shiv Smarak a tourist spot is easily attained from Ferry Wharf/ Bhaucha Dhakka to Cross Island. Attempts to build the same infrastructure from Nariman Point across a shallow rocky sea bed to the open sea, where an island has to be built on a shoal which is under water except at very low tide will kill the project.
