Stop a major road being constructed through route 67 of the National Cycle Network
The Issue
We are asking Sheffield City Council (SCC) to refuse planning permission for application 20/02550/FUL (formerly 19/02601/FUL) - the construction of a major access road for vehicles including HGVs (to the old Outokumpu site, Fife St, S9). The road will bisect the Trans Pennine Trail (TPT) and National Cycle Network Route 67 (NCN67) and Public Right of Way (PROW) SHE/391. It will give priority to HGVs rather than the current users: pedestrians, cyclists and equestrians. The design and construction of this major road conflicts with Sheffield City Council's Transport Strategy, and Sheffield City Region basic minimum standards for cycling and walking infrastructure. Sustrans, Trans Pennine Trail and Cycle Sheffield have all objected to the proposals.
The access road and enabling works are considered necessary to open up over 14 hectares of land for industrial purposes including storage and distribution. But there is lack of clarity about the Wider Development Site (WDS). Without this detail, the nature, frequency of traffic is also unknown, making it impossible to assess the traffic impacts on the Trans Pennine Trail and the Blackburn Brook. Given the applicants background in developing strategic sites along the motorway corridor it is likely to be warehouse distribution units. The Environment Agency has objected to this application on the grounds that the development is inappropriate to the flood zone and therefore contrary to the National Planning Policy Framework and associated guidance.
Because of the close proximity to the M1 and Meadowhall, the communities of Wincobank and Blackburn are already adversely affected due to the high volume of traffic and lack of safe spaces to walk and cycle. The TPT/NCN67 PROW SHE/391 offers a safe, traffic free route between local communities and Meadowhall. As such it should be protected.
If this major road goes ahead, it will affect residents quality of life by reducing the right to enjoy and move freely along the TPT/NCN67/PROW SHE/391. It will impact on the health outcomes of people who already have some of the worst in the City (in terms of obesity and diabetes).
The negative impact of the proposed road and enabling works in 20/02550/FUL is far reaching. Sheffield City Council should refuse permission because it conflicts with local and regional transport policies in addition to infrastructure, flood management and health strategies.
