Bring back the Co-Pilot instrument rating

With the CASA introduction of new CASR Part 61 licensing regulations, the Co-Pilot Instrument Rating under the old CAR 5 has been scrapped resulting in the stalling of many helicopter pilot careers due to significant cost associated with obtaining a command instrument rating.
under the old system, pilots were able to fill the role of co pilot with a co pilot instrument rating and without the need to obtain a full command instrument rating. This was both safe and cost effective for companies and co pilots.
under the new system, pilots need a full command instrument rating, which is prohibitive for pilots and companies are not prepared to invest in the additional expense, meaning unless you come out of the military or spend an additional $70,000 you will never get an opportunity to get an offshore or SAR/EMS job.
Where is the safety case for this new legislation?
We need to bring back the co pilot instrument rating to ensure jobs stay local and those not funded by a military career are also able to enter a multi engine career.
