The Issue
India, since centuries had respected all animals.Our Gods and ancestors performed tapasya with one animal or the other by their side. The Animal Welfare Board of India, a statutory body under the Govt of India has set guidelines which clearly state that banning entry of pets into public spaces, lifts and parks is unlawful. Our constitution ensures compassion for all humans and animals. Dogs devoid of regular exercise become aggressive and sick. The owners rightly consider them as family member. In colonial era, the signboards read, " INDIANS AND DOGS ARE NOT ALLOWED". After India's freedom signboards of public places read, " DOGS ARE NOT ALLOWED" and this continues even after 68 years of Independence. This mindless and irresponsible act by authorities has no legal sanction. For example, the Delhi Development Authority has no policy for dogs to-date, they have allowed entry of dogs to one park ( Pachsheel DDA Park, New Delhi-17) while banning it into other ( Vijay Mandal Enclave Begumpur DDA Park, New Delhi-17). This leads to regular harassments to pets and their owners by some who love to take law in their hands. Moreover, the pets are safe, immunized and registered whereas the stray dogs roam freely and dangerously uninterrupted anywhere. Delhi Metro and Delhi Airport relies on dog squad for their security because they are more advanced than humans in detecting bombs in the era of global terrorism. In the developed nations dogs are friendly and regular traveler in Metro, buses, trains, stores and they are comfort to sick and depressed. Why can't we learn from them?!.
Sir, why do we invoke court for our very existence in this country ? Isn't the executive's job to think for our animals too, after all they share the same earth but they can't speak for themselves. This is just a plain common sense. Delhi High Court in a PIL by animal activist Mr Anupam Tripathi has passed NO order at all as it did not want to be dragged in any controversy, instead it directed The Animal Welfare Board of India (AWBI), a statutory body under the Govt of India to frame guidelines but unfortunately AWBI is just an advisory body and can not force an organisation to amend age-old signboards like obsolete suffocating laws we have inherited from the colonial past and they stand out proud even now as they were in 1920s unchanged with change of successive governments. Is this a sign of progress of our country, certainly not! The IT sector flourished in India just because the governments failed to gauge its progress. Had they done so, they must have put quota, permits and license for purchasing a computer citing security risks to the country! We are an old civilization and know how to live with wild harmoniously but for the unlawful ban by some authorities we suffer needlessly and petition to you as we know how the things have moved so far in this country.

Therefore, please open up public spaces to pets as well as they don't have a separate planet for them.
