A modified presidential popular vote

A modified presidential popular vote
The Issue
The Electoral College is an unfortunate relic of 18th century America, that has to be abolished! In a true democratic republic, the vote of the people should be final.
Therefore, I am proposing a 'modified' national popular vote system that caters to both the most populous and least populous states in our country; to be titled as the 28th Amendment to the US Constitution.
Under this system, the winner of the election shall be a candidate that got the most votes nationwide, AND received no less than three-tenths of the valid votes in a simple majority (26 states) of the states.
I believe this proposal would ensure that the least populous states would still have a say in who becomes the president.
