Moratorium on the High Prairie Wind Farm in Schuyler County
The Issue
Concerned Citizens of Schuyler County are asking the Schuyler County Commissioners to impose a moratorium on the High Prairie Wind Farm and Terra-Gen so that proper zoning and regulations may be established.

Mr. Cooper and the Schuyler County Commissioners,
We, Concerned Citizens of Schuyler County, are writing today, May --, 2019, so that the Schuyler County Commissioners invoke a county wide moratorium on the High Prairie Wind Farm project.
At this time, it is necessary to ask for a moratorium, as the health, safety and welfare of the community is at stake. Up to this point, the county planning commission has failed to keep up with its duties and responsibilities.
It is requested that the county consider hiring a consultant to update the current master plan and zoning regulations, as they have not been updated since 1990. The county has failed to keep a County Planning and Zoning Commission as described in Section 1100.0 of the Comprehensive Plan and Zoning Regulations for Schuyler County.
Terra-Gen and the High Prairie Wind Farm have also failed to apply for a permit as described in Section 712.0 of the Comprehensive Plan and Zoning Regulations for Schuyler County. They have also failed to keep the public and commissioners appraised with an up to date status of the project.
Issuing a moratorium at this time would be the first step in signaling that the county recognizes the shortcomings and is motivated to encourage a more rigorous enforcement of the ordinance, to support the goals of this community and county. A master plan is for the purpose of guiding and accomplishing a coordinated, adjusted and harmonious development of the county – in accordance with present and future needs, for best promoting the health, safety, morals, order, convenience, prosperity and general welfare of the inhabitants.
