Despite the objections of the public, Cirilo, McCartney, Casalino, and Guarino voted YES. Krakoviak voted NO. This is representative of a history of attempted schemes, 10 years ago someone ripped some plumbing and electrical panels out of the Organon building on Mt. Pleasant Ave, in an attempt to declare it an AINR for 200 townhouses. That was objected to by the public and failed. Then the downtown Edison Battery factory was proposed, that passed despite the public's request of financial documents that never appeared and a developer who failed and was never put into default. In 2016, Mayfair Farms and Whole Foods along with 16 other properties on Eagle Rock Ave, attempted with the town's help to become an "AINR". That was exposed and stopped. Declaring Essex Green and Executive Drive as "AINR" is a tax abatement scheme that is designed to give the participating developers lower taxes while shifting the balance to the taxpayers while convincing the taxpayers that they will benefit.
