Say NO to Heron Company's proposed commercial residential development in Namadi Heights
The Issue
To our neighbours in Namadi Heights and Tamavua,
We are the Namadi Concerned Residents Action Group, and we need your help.
Heron Company (Fiji) Pte Ltd wants to build a massive development on the land behind us: 21 high-rise buildings, from 3 to 24 storeys, right on a steep gorge with a natural waterway running through it. We believe this project is dangerous, badly planned, and wrong for our community — and we're asking you to stand with us against it.
We strongly object based on the following reasons
- Fiji has been burned by developers like this before. Heron's proposal lacks transparency, and this isn't a hypothetical risk. Chinese developer FreeSole pre-sold lots in the Yasawas, then disappeared — leaving F$23 million in unpaid taxes and 59 overseas investors out of pocket. We don't want Suva left with half-built towers, unpaid debts, and a wrecked hillside.
- It's bad for the environment. The site sits on a steep gorge and a natural waterway. Building here means cutting into hillsides, burying the waterway in culverts, and levelling steep slopes — raising real risk of landslips and flooding on lower Ragg Avenue when culverts can't cope with heavy rain or cyclones.
- Our roads can't handle it. The only proposed access is through Verrier Road and Ikadroka Road — neither built for this kind of traffic. Getting in and out of Namadi Heights would become slower and more congested, which could delay ambulances, police, and fire trucks when every minute counts.
- It's more people than our area can take. Heron says the development will house 3,000 people. [Our own estimate, based on — insert basis: unit count / density comparison / planning precedent — is closer to 5,000 or more], putting huge pressure on safety, services, and cost of living in Namadi.
- Our infrastructure wasn't built for this. Namadi Heights is a quiet, low-density neighbourhood. Water, power, drainage, and emergency access here weren't designed for thousands of extra residents and 21 new towers.
Our position
Our own experts agree: this valley simply isn't suited to a development this size. Steep slopes, landslides, flash flooding, fragile roads, and unstable ground are risks that can't just be engineered away. This project brings no real benefit to Namadi residents — only more pressure on our roads, services, safety and environment. Without proper evacuation routes, it could set the stage for a genuine disaster.
What we're asking for
We are calling on the Fiji Government, Suva City Council, the Department of Town & Country Planning, the Ministry of Waterways, the Ministry of Environment, and all relevant authorities to reject Heron Company (Fiji) Pte Ltd's proposal before it becomes a costly, and possibly a catastrophic mistake.
Please sign this petition. Help us protect Namadi Heights — its safety, its environment, and its future — for everyone who calls it home.
Note: Area marked in blue below shows where the proposed development is to take place.
