As n.w.o (neighborhood watch organizations) boss orders her members to sit and stay, like a good bribed doggie. Her brain which is the only one that "works"; forgot to tell them not to break into stuff! 

I mean when you command a dog to sit, if you don't order it to not bark, chases is, when you walk away, roof, roof! 

To pay criminals to, we'll be criminals, and teach them how to do crimes hard to be prosecuted, such as harassment, extortion, voting tipping (cheating), privacy invasion, etc. What can one expect!
