You should understand that the Washington Park train route won't be saved by the State Historic Preservation Office; they don't have that power. However, the reviewers, including the Portland Landmarks Commission and the State Advisory Committee on Historic Preservation (SACHP), all can make recommendations. Metro doesn't have to go with their recommendation so it's up to the public to pressure the Metro Councilors and the Portland City Commissioners to decide to save the route.
