Responding on behalf of Councilmember Christine Ellis to address this petition.
The Havenwood Manor development by K Hovnanian, which is the subject of this change.org petition, has already gone through the city’s public review and approval process. This included consideration by the Planning and Zoning Commission and approval by the City Council. At this stage, there is no additional action pending before the City Council related to this project. While the water tower itself is not being preserved, the developer has committed to incorporating an interpretive feature on the site. This will include signage and a visual element recognizing the tower’s historical significance, helping to preserve its story as part of Chandler’s broader history. Decisions like this involve multiple factors, including property ownership, zoning entitlements, and previously approved development agreements. Once those approvals are in place, structures on private property become a private property matter.
Community input plays an important role in shaping future policies and priorities, including how we approach historic preservation moving forward. Residents can stay engaged in these conversations, particularly during earlier stages of the development review process where there are more opportunities to influence outcomes.
