Environmentalist update on Horse Heaven Hills meeting 2/1/2023 with state

Secondly today I received to DOC's from the Benton County PUD - very interesting. These were released 1/27/23.  Washington Wind Farms Rated Lowest for Effective Capacity in Winter. The paper stresses the gaps in this energy plan and the results of the gaps. The other paper Governor Inslee Words Undermine State Energy Strategy and EFSEC Process. Quoting the Governor "regulatory reforms are needed to prevent local opponents from delaying projects. This is opposite of a 2021 state energy policy of informed local, meets local and viewed as legitimate by the local community.
